The Global Harmony Association (GHA), since the year of its foundation in 2005, has focused on the idea of “a culture of harmonious peace,” also stated as “peace culture through harmony.” This concept was introduced in 1999 by Prof. Ada Aharoni, the creator of the International Forum for the Literature and Culture of Peace (IFLAC) . Dr. Leo Semashko, the founder of GHA, invited Ada Aharoni to be one of the founding members of the website: New Culture of Peace from Harmony and Children Priority . The establishment of the website “Peace from Harmony” on February 15, 2005, marked the de facto birth of GHA.
The GHA mission consists of implementing various global harmony projects to pave a way to harmonious civilization and harmonious peace beyond war and the arms race. GHA has created 17 global harmony projects within the last four-plus years. Each of these, perhaps with the exception of the Harmony Mathematics Project, is connected with the development of the harmonious peace culture, global social harmony, or, simply, harmony. This concept leads to understanding of the causation and the indestructible character of harmonious global peace, which is identical to global harmony and vice versa.
Harmonious peace culture is fully introduced in the following GHA projects:

These projects are based on the foundations of Tetrasociology , which is a science about social harmony at the global and national levels as well as individual harmony. The idea of harmonious peace culture is fundamentally connected with the harmonious peace theory within this science. The harmonious peace concept was developed and widely used in the previous GHA projects. Therefore, in the current project, we will not repeat anew this theory, but transform it to the new possibilities of nuclear disarmament, as voiced by United States President Barack Obama in April 2009.
The main idea of the project is a comparison and a contrast between national or regional armament and global disarmament, with the accent on the qualitatively different character of the latter. Global disarmament demands new vision and thinking, as Albert Einstein wrote, and an appreciation of the new uniting value of the global harmony as an absolute guarantor of disarmament. Global harmony is not a chimera or a false invention. It is a fact of the world and, specifically, of any national culture. In fact, harmony belongs to all world religions: Christianity, Islam, Buddhism, and all those that proclaim God as the Creator of world harmony. Global harmony has been at the core of world philosophy and science for thousands of years; it is found in the mysteries of Egyptian priests, in the manuscripts of Homer, Pythagoras, Confucius, Lao-Tszy, and hundreds of humankind’s most outstanding thinkers in all countries, continents, and civilizations.
The history and modern science of global harmony are presented in the GHA Magna Carta of Harmony 2006 . However, only recently in 2009, after President Obama’s speech in Prague about the great American initiative* of nuclear zero, the idea of global harmony received a powerful transformative impulse from being an important, but marginal, cultural fact to becoming a preferred value for modern humanity. This is what has brought us to the threshold of a harmonious civilization. And our project—Global Harmony as Necessary Guarantor for World Security and Nuclear Disarmament—is devoted to this idea.
* The GHA project authors distinguish the following notions and terms:
1. “The official (de jure) initiative for nuclear disarmament” is an expression found in the joint Statement of Russian President Medvedev and U.S. President Obama on April 1, 2009,  in London and belongs to both countries;
2. “The initiative for nuclear disarmament de facto” is an expression found in President Obama’s instructions in early 2009 and in the Federation of American Scientists (FAS) corresponding report published on April 8, 2009;
3. “The concept of nuclear disarmament” is an expression found in President Obama’s speech on April 5, 2009, in Prague: the priority of this concept belongs to the USA. The concept of nuclear disarmament is a core and key of the corresponding initiative.
The initial content of the current project included nine items and was twice as long. This project variant is limited to the first five most critical items. However, the need of more detailed and systematic comparison of the global harmony and harmonious peace culture with the traditional peace culture is covered in other GHA texts.
1. American Concept of Nuclear Disarmament as Beginning of the World Change to Global Harmony
On April 5, 2009, in Prague, President Obama made a magnificent speech in which he presented the governmental concept of nuclear disarmament or “nuclear zero” in the 21st century. This concept is of world historical importance because it envisions, for the first time in history, a human course to global nuclear disarmament. Nuclear zero permits the view of global harmony as its universal guarantor.
The world knows of changes by some countries toward national harmony, for example, China, Singapore, Tunisia, and Malaysia. The world knows of the change in the European Union to the regional harmony. But the world yet does not know about change to a global harmony. Fortunately, global harmony is becoming evident in the move away from uni-polarity toward multi-polarity and multi-centric governance in which regions, along with the process of regionalization, is supplanting the old mode of me- or we-centered hegemony .
The American concept of nuclear disarmament, as presented in April 2009, is humankind’s first step on the path that will lead the world change toward global harmony. And, just as nuclear disarmament is a global idea, it is clear that only global harmony is capable of becoming the guarantor of its realization. The American initiative is a new powerful indicator of modern transference of humankind from an industrial to a harmonious civilization. GHA foresaw such transfer as early as 2005 and started its theoretical substantiation at that time, later affixing it in the GHA Magna Carta of Harmony in 2006.
To estimate the basic advantages of the U.S. concept of nuclear disarmament and to understand its problems, we plan to analyze shortly two documents:
1. President Obama’s speech in Prague on 5 April 2009 , and
2. The Federation of American Scientists (FAS) and the Natural Resources Defense Council (NRDC) report “From opposition to the minimum restraint: the new nuclear policy on a way of liquidation of the nuclear weapon” , published on 8 April 2009, which calls for fundamental changes to U.S. nuclear war planning.
2. President Obama’s Speech in Prague on April 5: From Freedom to Harmony
This speech is a turning point on the way to a new epoch of global harmony and a harmonious civilization. As a national perspective, it first appeared in 2006 when China declared its goal of “building a society of social harmony” and depicted its rise as “a peaceful rise,” in contrast to a hegemonic rise. In 2009, President Obama’s speech marked this turn on a global scale for nuclear disarmament. As a guiding planetary principle, nuclear disarmament represents a change toward global harmony. To be fulfilled, nuclear disarmament needs global harmony and is impossible without it. That is why President Obama’s speech in Prague as the first sign of global harmony in the form of the nuclear disarmament concept deserves GHA’s most careful analysis and detailed commentary. We have chosen the following 20 key citations from his speech, which are followed by some comments:
1. “We are here today because enough people ignored the voices which told them that the world could not change.”
Comment: To overcome skepticism of many people who have no trust in the possibility of world change, a new world positive value is necessary. Global social harmony, or simply harmony, becomes such a world value. That is the value that will provide survival of humankind, its sustainable development, and prosperity with all its cultural diversity in the 21st century. The paramount importance of this value, and its content, are presented in detail in the GHA Magna Carta of Harmony . President Obama ignores the voices of those who do not trust in a world change. The GHA also ignores the voices of those who do not trust in the world harmonious change or in global harmony.
2. “Moral leadership is more powerful than any weapon.”
Comment: In the 21st century, moral leadership can be more powerful than any weapon only at the expense of a new, powerful priority value. Such moral and social value is harmony. Therefore moral and social leadership in the 21st century consists in scientific understanding of a priority of harmony and its advancement in life.
3. “Now this generation—our generation—cannot stand still. We, too, have a choice to make. As the world has become less divided, it has become more interconnected. And we’ve seen events move faster than our ability to control them—a global economy in crisis, a changing climate, the persistent dangers of old conflicts, new threats, and the spread of catastrophic weapons.”
Comment: Our inability to control the new threats and resolve old conflicts is a clear sign of the inadequacy of the old values, an old way of thinking and its paradigm. Globalization demands the choice and injection of a new value for the interconnected world—harmony. Globalization also demands a new harmonious way of thinking, which moves with events rather than lag behind them. Freedom is a priority value and paradigm of the old divided world, while harmony is a priority value and paradigm of the new interconnected world. Freedom lags behind events, while harmony moves ahead them. As the 20th century proved, freedom is unable to both control and prevent threats. on the contrary, harmony is capable of controlling and preventing them; harmony is capable of showing new thinking, its paradigms and projects.
4. “None of these challenges can be solved quickly or easily. But all of them demand that we listen to one another and work together; that we focus on our common interests, not on occasional differences; and that we reaffirm our shared values, which are stronger than any force that could drive us apart. That is the work that we must carry on. That is the work that I have come to Europe to begin. To renew our prosperity, we need action coordinated across borders.”
Comment: More than 20 times, President Obama mentioned the words “together,” “common interests,” “shared values,” “across borders,” “common security,” “global safety,” “cooperation,” and similar terms. These words and concepts underline the qualitative difference between disarmament and armament. As far as armament is a national, individual, spontaneous and uncontrolled process, disarmament is at essentially another level: disarmament can be operated only on a collective, global, conscious, and controlled basis of the universal social and value guarantor of global security via global harmony. Without those conditions of harmony, disarmament is impossible. As an essentially new and global process for humankind, disarmament demands a corresponding and essentially new and strong global value: harmony, which is capable of generating a truly common and global interest throughout the world commonwealth that will provide coordinated work across borders.
5. “Now, to protect our planet. … I pledge to you that in this global effort, the United States is now ready to lead. … To provide for our common security, we must strengthen our alliance: NATO. … NATO’s Article V states it clearly: An attack on one is an attack on all. That is a promise for our time, and for all time. … We are demonstrating that free nations can make common cause on behalf of our common security. But no alliance can afford to stand still. We must work together as NATO members. … We must strengthen our cooperation with one another, and with other nations and institutions around the world, to confront dangers that recognize no borders. And we must pursue constructive relations with Russia on issues of common concern.”
Comment: To provide global security to our planet, it is necessary to get global support, beyond NATO. In these efforts, it is impossible to differentiate between “common security” for NATO’s allies and “global safety” for all nations. Nuclear disarmament concerns all countries, without exception, because potentially any country may become a holder of nuclear weapon. Therefore, nuclear disarmament can be full only when all countries uphold it. Under what conditions is that possible? 1. If the USA, as the leader of nuclear disarmament, will offer its universal guarantor, which can be only global harmony. 2. If the USA and allies will not withhold security “for themselves,” but offer it also “for others.” Security can be only “one for all,” without exception; otherwise, it is impossible. Interests of real “global safety” are of priority in relation to “common security” for NATO and any other alliances. “Common security” will not exist if “global safety” is lacking.
6. “Now, one of those issues that I’ll focus on today is fundamental to the security of our nations and to the peace of the world —that's the future of nuclear weapons in the 21st century. Today, the Cold War has disappeared, but thousands of those weapons have not. In a strange turn of history, the threat of global nuclear war has gone down, but the risk of a nuclear attack has gone up. More nations have acquired these weapons. Testing has continued. Black market trade in nuclear secrets and nuclear materials abound. The technology to build a bomb has spread. Terrorists are determined to buy, build, or steal one. Our efforts to contain these dangers are centered on a global non-proliferation regime, but as more people and nations break the rules, we could reach the point where the center cannot hold.”
Comment: In order for a global non-proliferation regime not to be broken by people and nations, in order for the risk of a nuclear attack to be reduced to zero, this regime must have an universal and effective guarantor that would be acceptable by all nations. only global harmony can be such a guarantor. Another guarantor does not exist. only global harmony can unite efforts of all nations in a direction of nuclear and, then, general disarmament, which is a necessary consequence of nuclear disarmament. Then the situation will never get out of human control.
7. “Now, understand, this matter to people everywhere. one nuclear weapon exploded in one city—be it New York or Moscow, Islamabad or Mumbai, Tokyo or Tel Aviv, Paris or Prague—could kill hundreds of thousands of people. And no matter where it happens, there is no end to what the consequences might be—for our global safety, our security, our society, our economy, to our ultimate survival.”
Comment: This is one more powerful argument of the inseparability of security on a “global” and “common” level. Just as the survival, society, and economy of humankind are global, so is security\ and safety global. on the other hand, President Obama lets us see: “if you do not wish to burn down in a nuclear fire—disarm” and, thus, includes fear into the basis of the nuclear disarmament concept. Humankind remembers the monstrous fear of nuclear bombing of Hiroshima and Nagasaki in August 1945, which carried away the lives of 195,000 inhabitants. This bombing is estimated as a crime against humanity and “universal genocide”: Ernesto Kahan and Taki Yuriko . Therefore, the nuclear weapon, irrespective of who owns it—nations or terrorists—dooms their owners to a crime against humanity and to genocide. The nuclear weapon itself is a crime. However, even though both fear and labeling ownership of nuclear weapons as criminal are strong negative stimuli for liquidation of those weapons, those factors cannot replace the powerful positive stimulus that global harmony offers for the purpose of nuclear zero and a global perspective of harmony that will follow. Global harmony, as the purpose and guarantor of the world without nuclear weapons, must be accepted as the basis of this concept.
8. “Some argue that the spread of these weapons cannot be stopped, cannot be checked—that we are destined to live in a world where more nations and more people possess the ultimate tools of destruction. Such fatalism is a deadly adversary, for if we believe that the spread of nuclear weapons is inevitable, then in some way we are admitting to ourselves that the use of nuclear weapons is inevitable.”
Comment: Why does such a deadly fatalism exist today? Why do “more nations and more people” aspire to possess “the ultimate tools of destruction?” Because corresponding negative freedom exists: That is, because some nations are free to have nuclear weapons, other nations are also free to have them in order to be protected from the threat of the first nations; because positive freedom lives in peace and global safety is absent; because the alternative of global harmony is absent. only this alternative is capable of providing the basis for life in the context of a sustainable peace and the genuine promise of global safety.
9. “Just as we stood for freedom in the 20th century, we must stand together for the right of people everywhere to live free from fear in the 21st century. And as nuclear power … the United States has a moral responsibility to act. We cannot succeed in this endeavor alone, but we can lead it, we can start it.”
Comment: To live free from fear in the 21st century, it is necessary to live in harmony. The first victims of the atomic bomb were the inhabitants of Hiroshima and Nagasaki. The nation of Japan has experienced the full horror of nuclear weapons. The USA understood and recognized the moral responsibility for nuclear disarmament now. It reflects credit upon the USA. However, if nuclear disarmament cannot be achieved alone, then HOW and WHAT can we do to unite together “to stand together and to live free from fear?” one freedom is not enough here. only global harmony, which is acceptable and necessary for all nations without an exception, can unite them. With the end of we-dominance, the world began to move toward multi-polarity, which is impossible without global harmony. Today, the question is HOW the USA can unite all nations under the aegis of global harmony if we want to lead the world nuclear disarmament? To begin with, USA will need to acknowledge the reality of our emerging Post-Hegemonic Era or Epoch of Harmony Globalisation  that stresses harmony and cooperation as its central values. only the recognition of global harmony will allow the USA to execute the moral responsibility and leading mission in nuclear disarmament and to be successful.
10. “So today, I state clearly and with conviction America’s commitment to seek the peace and security of a world without nuclear weapons. I’m not naive. This goal will not be reached quickly—perhaps not in my lifetime. It will take patience and persistence. But now we, too, must ignore the voices who tell us that the world cannot change. We have to insist, “Yes, we can.”
Comment: It is necessary to underline once again the historical meaning of America’s commitment to a world without nuclear weapons, which can be only the world of global harmony. Yes, it is a long-term goal for 20 to 40 years, but it starts now, in 2009. Many voices ignore the world change because many people do not understand and do not see the vector of this change today. If President Obama defines this vector as global harmony, the number of ignoring voices will reduce sharply.
11. “Now, let me describe to you the trajectory we need to be on. First, the United States will take concrete steps toward a world without nuclear weapons. To put an end to Cold War thinking, we will reduce the role of nuclear weapons in our national security strategy, and urge others to do the same. … To reduce our warheads and stockpiles, we will negotiate a new Strategic Arms Reduction Treaty with the Russians this year. President Medvedev and I began this process in London (on April 1), and will seek a new agreement by the end of this year that is legally binding and sufficiently bold. And this will set the stage for further cuts, and we will seek to include all nuclear weapons states in this endeavor.”
Comment: The USA seeks to take specific steps toward a world without nuclear weapons, but it will only convince other countries “to do the same” when the sincerity of its intentions are made manifest in concrete actions. Otherwise, no one can seriously believe that its intentions are dedicated to peace and harmony and will not search in the USA’s actions for a hidden danger, as is the situation now. Other countries will fully believe the USA only when America recognizes, as an ultimate goal, not national or the common (NATO) security but global safety on the basis of global harmony. only the USA, aiming at global harmony and supported by specific steps, can convince other nuclear countries to trust the USA and “to do the same” at all stages of the long process of nuclear disarmament.
12. “To achieve a global ban on nuclear testing, my administration will immediately and aggressively pursue U.S. ratification of the Comprehensive Test Ban Treaty. After more than five decades of talks, it is time for the testing of nuclear weapons to finally be banned. … And to cut off the building blocks needed for a bomb, the United States will seek a new treaty that verifiably ends the production of fissile materials intended for use in state nuclear weapons. If we are serious about stopping the spread of these weapons, then we should put an end to the dedicated production of weapons-grade materials that create them. That’s the first step.”
Comment: These two treaties are excellent technical examples of what is required for nuclear disarmament. But it remains unfortunate that they do not guarantee that the process of discussion will not be stretched into the future for 50 or even 500 years. They are necessary but obviously insufficient to provide nuclear disarmament. They are the measures of technical restriction but do not give a social and value guarantee, without which any technical treaties will not be carried out even if they are accepted. Nothing will forbid any state to create the weapon of mass destruction of a non-nuclear class, etc. Therefore if the USA “are serious about stopping the spread of these weapons, then we (USA) SHOULD” offer the comprehensive Global Harmony Treaty as the necessary guarantor and general platform for the world safety. Global harmony, as the necessary guarantor of world security, is concretized in international law by the Principle of Hegemonic State Accountability (PHSA) . Like the concept of global harmony, the PHSA requires the renunciation of force and threats involving weapons of force. The PHSA is a call for greater accountability at every level of global relations. The PHSA is a principle for the Global Harmony Treaty, which should be accepted at the Global Summit on nuclear disarmament in 2010 at the USA Government initiative. only the similar treaty will be the effective basis for quick approval and effective execution of all technical treaties of nuclear and general disarmament.
13. “Second, together we will strengthen the Nuclear Non-Proliferation Treaty as a basis for cooperation. The basic bargain is sound: Countries with nuclear weapons will move toward disarmament, countries without nuclear weapons will not acquire them, and all countries can access peaceful nuclear energy. To strengthen the treaty, we should embrace several principles. We need more resources and authority to strengthen international inspections. We need real and immediate consequences (sanctions/threats - GHA) for countries caught breaking the rules or trying to leave the treaty without cause.”
Comment: The Nuclear Non-Proliferation Treaty cannot be a basis for global peace cooperation. only the comprehensive Global Harmony Treaty is the absolute/necessary guarantor for world safety and peace. only the Global Harmony Treaty is capable to strengthen the Nuclear Non-Proliferation Treaty to provide effective execution by all countries and to transfer its centre from inspections and sanctions/threats to the international trust and positive economic and social cooperation. (Inspections and punishment for the disobedient is obviously insufficient arsenal for nuclear disarmament). The Global Harmony Treaty will define the world politics and international relations for all of the 21st century. The GHA Magna Carta of Harmony crafted by 43 co-authors in 2007 could be the heart of this treaty. The Global Harmony Treaty, prepared by the USA, would find at once two powerful supporters: China, which proclaimed that it would be “building a society of social harmony” by 2006, and the European Union, which has been building Commonwealth of Nations for a long time on a harmony motto: “United in diversity,” which dates to Aristotle. With these allies, such a treaty would quickly garner world recognition and would open the political path for a comprehensive nuclear disarmament.
14. “And we should build a new framework for civil nuclear cooperation, including an international fuel bank, so that countries can access peaceful power without increasing the risks of proliferation. That must be the right of every nation that renounces nuclear weapons, especially developing countries embarking on peaceful programs. … We must harness the power of nuclear energy on behalf of our efforts to combat climate change, and to advance peace opportunity for all people.”
Comment: A new framework for civil nuclear cooperation will be, certainly, an important positive stimulus for nuclear disarmament. Likewise, nuclear energy usage for conservation of climate and maintenance of the world peace are its positive aspects. These positive consequences of nuclear disarmament could be expanded, for example, military funds could be released for creation of global harmonious/peace education facilities, building hospitals, habitation and roads in Africa and developing countries. All similar positive consequences will make for a wide harmonious system, which will find reflexion, substantiation, and development in the Global Harmony Treaty as a necessary basis for nuclear and general disarmament in the 21st century. Therefore, this treaty will be not only a basis, but also the most attractive positive stimulus for disarmament in our century that will provide its success. Humanity will disarm not only under the pressure of the weapons fear but also in pursuit of the common good of disarmament.
15. “The world must stand together to prevent the spread of these weapons. Now is the time for a strong international response, and North Korea must know that the path to security and respect will never come through threats and illegal weapons. All nations must come together to build a stronger, global regime. And that’s why we must stand shoulder to shoulder to pressure the North Koreans to change course. Iran has yet to build a nuclear weapon. My administration will seek engagement with Iran based on mutual interests and mutual respect. We believe in dialogue. But in that dialogue we will present a clear choice. We want Iran to take its rightful place in the community of nations, politically and economically. We will support Iran’s right to peaceful nuclear energy with rigorous inspections. … Or the government can choose increased isolation, international pressure, and a potential nuclear arms race in the region that will increase insecurity for all.”
Comment: In order to make “the world stood together” and “all nations come together” and stand “shoulder to shoulder,” the new consolidating value of global harmony must be accepted. That is acceptable and necessary for all nations for their survival, security, peace, and prosperity. It should approve the corresponding Global Harmony Treaty (see above). Disarmament is a system that qualitatively differs from armament. Therefore, disarmament cannot be reached with the same instruments: pressure, isolation, threats, intimidation, economic blockade, embargo, military exercises, and so on. Disarmament demands a new consolidating value of global harmony and a corresponding culture of peace to support it. A new culture of peace is embodied in both the Global Harmony Treaty and in the Principle of Hegemonic State Accountability (PHSA) . only that can convince all nations without exception, including the North Korea and Iran, “to stand together and to stand shoulder to shoulder” with all nations of the world.
16. “So, finally, we must ensure that terrorists never acquire a nuclear weapon. This is the most immediate and extreme threat to global security. one terrorist with one nuclear weapon could unleash massive destruction. Al Qaeda has said it seeks a bomb and that it would have no problem with using it. And we know that there is unsecured nuclear material across the globe. … So today I am announcing a new international effort to secure all vulnerable nuclear material around the world within four years. We will set new standards, expand our cooperation with Russia, pursue new partnerships to lock down these sensitive materials. … We must also build on our efforts to break up black markets, detect and intercept materials in transit, and use financial tools to disrupt this dangerous trade. Because this threat will be lasting, we should come together to turn efforts such as the Proliferation Security Initiative and the Global Initiative to Combat Nuclear Terrorism into durable international institutions. And we should start by having a Global Summit on Nuclear Security that the United States will host within the next year.”
Comment: All four initiatives of the USA listed by President Obama, certainly, are necessary and deserve the world support. But these initiatives are limited by the military-technical sphere; therefore they are insufficient and hardly will be effective. Social, cultural, and economic spheres are excluded from these initiatives even though it is well-known that terrorism has roots in those spheres. on the other hand, these spheres make a soil for cooperation and union of nations. The most effective, though long-term, means of prevention of terrorism is education. First of all, in its modern form of the global harmonious/peace education, this project is prepared by the GHA 80 co-authors from 22 countries  and has been approved by the IAEWP 18th World Congress of Educators for Peace in Malaysia in 2008 . If the USA, together with the allies, prepares for the Global Summit 2010 Program of building of 10,000 schools for harmonious education of 500 to 1,500 pupils each, i.e. for 5 to 15 million children, and 10 Harmony Academies in such countries as Afghanistan, Pakistan, Iraq, Iran, North Korea, Palestine, Somalia, and Sudan, the terrorism level will be lowered in many times in 10 to 15 years. (No military-technical initiative will provide a similar effect). This Program can be titled: “Harmonization through education instead of militarization and terrorism.” The similar project has been created in the GHA . If we add to this Program the Global Harmony Treaty (see above) and the World Harmony/Peace Academy project, which GHA offered in the letter to President Obama, and the initiative of new international movement “For Peace from Global Harmony,” then the Global Summit agenda in 2010 would be more rounded and more successful. Global harmony and harmonious education are the best means to combat terrorism and to prevent it and also to unite all nations in peace initiatives. The Global Summit on nuclear security in 2010 will be even more effective if the International Congress of the world NGOs devoted to social, cultural, and economic aspects of nuclear disarmament is organized before. This Congress, generalizing results of the 100 previous antinuclear Congresses in the different countries, could express opinion of a world civil society on this topical question.
17. “There are those who doubt whether true international cooperation is possible, given inevitable differences among nations. And there are those who hear talk of a world without nuclear weapons and doubt whether it’s worth setting a goal that seems impossible to achieve.”
Comment: It is notable that President Obama repeatedly comes back to a problem of the international cooperation and possibility of nuclear disarmament. That is because it relates to the key question about the universal guarantor, which alone can be the basis for “true international cooperation” the likes of which the world has never seen before. The problem is that the nuclear weapon has arisen in an industrial civilization with its corresponding thinking. As the great physicist and philosopher Albert Einstein spoke, “Problems cannot be solved by the same level of thinking that created them.” Therefore, to solve the problem of the nuclear weapon and to reach nuclear disarmament, it is probably only through the level of a harmonious civilization and its corresponding thinking, which are the core value of the scientific concept of global harmony. At the industrial level, differences among nations are insuperable obstacles, and nuclear disarmament and true international cooperation seem absolutely impossible. It is true. From here so many doubting people live in an industrial society. These people call themselves “realists.” But it is a realism of suicide. Therefore, if President Obama speaks of nuclear disarmament, he SHOULD also speak of global harmony, harmonious civilization, and harmonious thinking as the necessary guarantor for disarmament and as the basis for real cooperation. That is because, without global harmony, nuclear disarmament will be absolutely impossible.
18. “When nations and peoples allow themselves to be defined by their differences, the gulf between them widens. When we fail to pursue peace, then it stays forever beyond our grasp. We know the path when we choose fear over hope. To denounce or shrug off a call for cooperation is an easy but also a cowardly thing to do. That’s how wars begin. That’s where human progress ends.”
Comment: President Obama brightly expresses the dramatic nature of traditional industrial thinking and corresponding peace culture, which are powerless in the face of the differences, in peace achievement, to overcome fear by hope, to prevent wars and to end human progress. Thus President Obama didn’t mention a culture of peace in his speech. All listed problems, including nuclear disarmament, “stay forever beyond our grasp” in this culture, for which they are inaccessible and cannot be solved in it. These problems are accessible and solved for thinking and culture of new level: for a culture of harmonious peace. This culture is constructed on the principle: “If you want peace, create harmony” or “peace through (from, inside) harmony” of four sphere classes of the population. This culture finds in harmony the general and higher for all, without exception, people and nations value. In it, the differences transform from an obstacle and a division source into a source of association and mutual enrichment. Moreover, the differences of the nations and people are scientifically generalized in the concept of four sphere classes of the population . These classes are harmonious by social nature. They exclude any antagonism among themselves, providing “true cooperation” at all levels. If the USA wishes to be the nuclear disarmament leaders, they SHOULD become the leaders of global harmony, harmonious peace culture, harmonious education and all other issues related to harmony. only in this culture, is it possible to understand and accept that it is possible to move not only from capitalism to harmony, as has the European Union, but also from communism and traditional culture of harmony, as has China and as North Korea and Cuba and other countries can do. Harmony can also move not only into Christianity but also into Islam as it has in Tunis, Malaysia, and other countries, and can in Iran, Iraq, Afghanistan, and Somalia. The USA chose a way to harmony through nuclear disarmament. Russia will go to harmony from sobornost. Each country will choose their own way to harmony. only on this cultural soil, the USA can be successful in their historical mission of the nuclear disarmament leader. only on this soil, the USA will convince all nations and they will believe them.
19. “There is violence and injustice in our world that must be confronted. We must confront it not by splitting apart but by standing together as free nations, as free people. I know that a call to arms can stir the souls of men and women more than a call to lay them down. But that is why the voices for peace and progress must be raised together.”
Comment: As history shows, freedom, the traditional culture of peace, and peace education are incapable to confront violence and injustice in our world and also to make a call to disarm as priority. For what uniting force hopes President Obama says: “ The voices for peace and progress must be raised together?” What does “together” mean? on WHAT BASIS is “together?” These questions remain without answer in his conception of nuclear disarmament. The answer to them can be received only at another level from positions of a new value of global harmony. only from this other position, a call to disarm will be stronger “in the souls of men and women” than a call to arms. Therefore, we will repeat an inevitable conclusion: If the USA wishes to be the nuclear disarmament leader they SHOULD become the leader of global harmony, harmonious peace culture, and harmonious education. The voices for peace and progress will be raised together” only through harmony, because harmony will unite all people as it is a source for peace, progress, and justice.
20. “Human destiny will be what we make of it. … Let us bridge our divisions, build upon our hopes, accept our responsibility to leave this world more prosperous and more peaceful than we found it. Together we can do it.”
Comment: President Obama’s optimism inspires us and we share it. But he can convince us if all his great changes will be added by value change: transition from priority of freedom to a priority of global harmony. Then, we together will make human destiny harmonious and we will leave this world for our children and grandchildren incomparably more prosperous and absolutely peaceful. Together, we can do it if we recognize global harmony and stand on it as on the general foundation.
3. Result: Nuclear Disarmament as Inevitable Turn to Global Harmony
The ideas in President Obama’s speech are focused on value transition from freedom to harmony or through freedom to harmony. This transition makes up the core of the American concept of nuclear disarmament in spite of the fact that the term “harmony” is never mentioned in it. However, the system and universal character of disarmament, its bonds with all spheres of global society, and a possibility of its achievement only at a new level of thinking and value priority—all this “iron” logic of nuclear disarmament conducts to global harmony with necessity. Therefore, nuclear disarmament is an inevitable turn to change global harmony for the USA and the world.
Freedom was, is, and will remain a great and imperishable value. The history of last centuries proved that freedom is necessary and that a worthy human life is impossible without it. But freedom has exhausted its historical urgency and now appears insufficient for modernity. Freedom is not capable to stop, solve, and overcome growth of the global problems and dangers that threaten to destroy humankind. Freedom was not able to prevent violence and injustice of the last centuries. Freedom no longer inspires people. At first, people possess freedom in practically every country but, secondly, freedom more often turns to negative freedom of violence, crime, terror, and war. Freedom droved down humanity up to freedom of self-destruction in nuclear war or in the system global crisis of economy, finance, policy, ecology, consciousness, moral, education, mass-media, state and other institutes wallowed in the incurable corruption, criminality and neglect of the population interests.
In the system global crisis freedom is threatened with two basic dangers: poverty in its various forms of hunger, homelessness, illiteracy, and violation of other elementary human rights, and over richness, which can be called “a golden cage.” Freedom is not able to rescue itself from these dangers.
Therefore, only harmony can keep freedom as a necessary internal element. Freedom divides differences and often creates hostility; it does not allow people to unite. Harmony unites differences, makes peace, friendliness and brotherhood of them. Harmony is not only wider, but is more powerful than freedom. It is not only a value, but also a science that freedom lacks. A harmony science is Tetrasociology . In more details the question of modern transition from freedom to harmony is considered in special section of the GHA academic project . Global harmony becomes a priority value of a new, harmonious epoch of humanity. The American concept of nuclear disarmament is its first step and mark that defines universal importance and historical meaning of this concept.
4. The Basic Conclusions of the FAS and NRDC Report: «From Counterforce to Minimal Deterrence - A New Nuclear Policy on the Path Toward Eliminating Nuclear Weapons» 
The Federation of American Scientists (FAS) and the Natural Resources Defense Council (NRDC) released a report calling for fundamental changes to USA nuclear war plan. President Obama announced it on April 5, 2009, in Prague. This report proves the President’s idea about the necessity of nuclear disarmament that the USA present nuclear potential not only is useless but also is dangerous for America. Therefore this report shares the estimation, which the American nuclear initiative deserves as an epoch-making change of humanity to the world of global harmony without the nuclear weapon.
This report concerns only military-technical aspects of nuclear disarmament; therefore we will be limited to the short analysis of its basic conclusions. The report is prepared as a scientific and technical substantiation of the American initiative of nuclear zero. It is presented in the following press release shortly :
“In Prague, President Barack Obama called for a world without nuclear weapons. Today (April 8), the Federation of American Scientists (FAS) and the Natural Resources Defense Council (NRDC) released a report calling for fundamental changes to U.S. nuclear war planning, a vital prerequisite if smaller nuclear arsenals are to be achieved.
“From Counterforce to Minimal Deterrence — A New Nuclear Policy on the Path Toward Eliminating Nuclear Weapons” calls to abandon the almost five-decade-long central mission for U.S. nuclear forces, which has been and continues to be “counterforce,” the capability for U.S. forces to destroy an enemy’s military forces, its weapons, its command and control facilities and its key leaders.
“The current rationale for maintaining an arsenal of nuclear weapons no longer exists,” said Ivan Oelrich, vice president of the Strategic Security Program at FAS and one of the report authors, “and to get future reductions in the number of weapons, we have to eliminate the missions they are assigned.”
The nuclear mission flows from directives and guidance given by the president, through the Secretary of Defense and the Joint Chiefs of Staff, to Strategic Command where it is implemented into elaborate war plans. The report calls for eliminating all but one mission for nuclear forces.
“President Obama has already taken the first step by stating America’s commitment to a world without nuclear weapons,” said Robert S. Norris, senior research associate with the Natural Resources Defense Council and report co-author. “We present the radical changes needed in U.S. policies to make disarmament a reality.”
That sole mission is deterrence, narrowly defined, to mean the certain capability to retaliate if any nation was unwise enough to use nuclear weapons against the United States or certain allies.
“Under minimal deterrence, all requirements for war planners to achieve an advantage in a nuclear exchange or limit damage to ourselves will disappear, leaving only in place the most basic mission of a sure retaliatory response,” said Hans Kristensen, director of the FAS Nuclear Information Project and report co-author.
The report makes these main points:
* Current nuclear doctrine is an artifact of the Cold War that needs to be fundamentally altered. The counterforce mission, and all that goes with it, should be explicitly and publicly abandoned and replaced with a much less ambitious and qualitatively different doctrine.
* A minimal deterrence mission should be adopted as a transitional step on a path to zero nuclear weapons.
* The President must be continuously engaged in this transformation with specific and direct instructions to the national security bureaucracies. Otherwise, presidential intentions can be co-opted and diffused.
* once formulated the President should publicly announce the changed role for nuclear weapons and the new types of targets.
* Under American leadership, the process should lead to engagement with the other nuclear powers toward a global goal of abolition.
* The new strategy can be carried out with weapons in the current arsenal. No new weapons need to be built nor an extensive new complex created.”
These points are important and necessary, but they also do not leave for military-technical frameworks, as well as the speech of President Obama in Prague. Above, we formulated necessary social, cultural, and economic additions, which, in an equal measure, concern the given report. Its contents could be added by the following sections/themes:

The sphere classes of the population as actors and guarantors of national and global harmony: Sociological study of sphere classes and their dynamics in the USA, Russia, China, India, Japan, and European Union for 50 years. (This study, which is made partially for Russia, will be the new powerful empirical proof of the scientific theory of sphere classes of the population as actors of global and national harmony and guarantors for peace and disarmament. This study could be made in one year by the group of international scientists of 15 to 20 sociologists under the FAS aegis and American Sociological Association).

The GHA has the projects and in-progress work practically in all listed sections, which could be developed within the FAS and are published or are available as additions to this report or as an independent report linked with the first report. This addition would provide social, cultural (including value), and the economic basis of the American conception of nuclear disarmament that will essentially strengthen it and will provide to it the best understanding, recognition, and prestige in the world. This addition of unfolding positive social, cultural, and economic changes on a way of global harmonization will allow humankind to enter the nuclear zero conception of Martin Luther King’s great and inspiring idea: “We must shift the arms race into a peace race.” Building schools and academies of harmonious education, the centers of psychological and economic harmonization, organizing harmony contests and festivals worldwide on the means releasing from nuclear disarmament will become epochal “peace race” activities. It will be the most effective, stimulating, and attractive alternative to the arms race.
It is possible to work out of the listed sections (projects) under the aegis of the FAS in its two program areas: Learning Technologies and Strategic Security could be created by corresponding international design groups of 20 to 30 experts, consisting half from the GHA experts and half from the FAS scientists. Considering the strategic and long-term character of the studies and design workings on global harmony in connection with nuclear disarmament, the best variant would be a creation within FAS of a new, fourth program area: Global Harmony Strategy from 20 to 30 international experts of the GHA and the FAS. The approximate subjects of this program area the FAS are defined above in the listed 11 themes.
5. Importance of nuclear disarmament for qualitative change of world peace movement on the basis of global harmony
The importance of the American concept of nuclear zero now is difficult to completely estimate because of its scale. Therefore, we will be limited to value it for the world movement of peace supporters, which degenerates and becomes obsolete in traditional quality that found reflexion in actual crash of the World Peace Council (WPC)  after the USSR collapse. The GHA sees a historical value of the American initiative in the following directions of impact:
1.The American concept of nuclear disarmament, the purpose and guarantor of which is global harmony, has taken a vanguard place in the international movement for peace, in the peace culture, and in peace education. Therefore, it becomes the most actual subject of study and discussion for all peace-making organizations of the world, and also in all schools and other educational institutions in the world.
2. This concept deserves discussion in a series at least of 100 international antinuclear Congresses. The GHA supposes to organize the first Congress on a theme: “Initiative of Nuclear Disarmament of the USA and Russia: Rotary Change to World Peace and Global Harmony,” in St. Petersburg on October 18-20, 2009. The GHA, together with the collective members, can organize a series from 100 similar Congresses in other countries: France, Japan, Argentina, Canada, China, India, Israel, Iran, Iraq, Afghanistan, and Pakistan, in the African countries and on other continents, certainly, under condition of their financing by an American side.
3. The nuclear disarmament concept puts forward before the World Peace Council the question about its revival on a qualitatively new basis of global harmony as the source of world peace and higher guarantor for nuclear and any other disarmament. In this connection, it is expedient to change the Movement title: “For Peace from Harmony” or “For World Peace from Global Harmony.” Such change in the Peace Movement will be curing and effective, adequate to new realities of the 21st century. only such a change will allow the WPC to rise on a modern level and to become the global centre for association of all peace-making organizations of the world.
4. The nuclear initiative is not only a historical triumph of the USA but also a huge work for all world nations and civil society for some decades in the future. only the united effort of the state governments and a world civil society, working on the general basis of global harmony, will provide success to nuclear disarmament and, further, to general disarmament. It will release humanity from wars and will approve indestructible harmonious peace on the Earth.
The American concept is the excellent world chance to unite for all peacemakers on a basis of global harmony. Just as a mother gives birth to harmonious civilization at the 21st century, we are accoucheurs of global harmony’s difficult, but great, birth.

Dear Mr. President:
The GHA is honored to send you three collective projects devoted to the support and advancement of the remarkable American and Russian initiative of nuclear disarmament. The initiative is of historical significance in the sense that only disarmament can begin the formation of a harmonious civilization and disarmament is possible only in it. These mutually inclusive ideas have been the subject of discussion in our projects.
The first project, “Peace Culture through Harmony: Global Harmony as a Necessary Guarantor for World Security and Nuclear Disarmament” (17 pages), contains an analysis of the American concept of nuclear disarmament which you admirably presented in your speech in Prague on April 5, 2009. In support and advancement of your initiative we offer a number of measures, beginning with holding International Civil Congresses worldwide to raise world public consciousness. In that regard, we’ve conveyed our willingness through a letter, dated June 29, 2009, to the US Consulate General, Ms. Sheila S. Gwaltney in St. Petersburg, to hold the first Congress in the autumn 2009 in St. Petersburg, Russia.
We consider that the doctrine of global harmony or harmonious civilization can be the general basis and a precondition for the world nuclear disarmament. It is presented in the drafts of two fundamental documents:
- Harmonious Civilization Universal Declaration (8 pages)
- Global Harmony International Treaty for Nuclear Disarmament (4 pages)
We’ve also provided copies of the above three projects to President Dmitry Medvedev of Russia. We are confident that these documents serve the interests of both countries, the USA and Russia in the solution of nuclear disarmament. It is our sincere hope that you will consider them in the light of importance they deserve.

On January 20, 2009, I together with other professors sent an appeal for a "World Without Nuclear Weapons"  to President Barack Obama of the US, and President Dmitry Medvedev of Russia. In the appeal we stated that their opportune elections afford an extraordinary opportunity to eliminate the gravest threat to human survival – the World Nuclear Weapons Arsenal. "The time has come to negotiate a Nuclear Weapons Convention."
The recent Joint Statement by President Dmitry Medvedev and President Barack Obama of April 1, 2009 , as well as President Obama’s speech in Prague on April 5, 2009 , open a new era of mutual trust and collective hope.
The prospect of achieving the elimination of the world nuclear weapons with the New US Nuclear Weapons Policy is complex, and depends upon many factors. Mostly they require the undaunted will and firm resolve of the two leaders mentioned above, whose countries possess more than 95% of the world’s nuclear weapons. They must meet their commitments for a Nuclear Weapons Convention that will abolish all nuclear weapons under Article VI of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) . The responsibility is also in the hands of the anti-nuke movement, which must analyze and discuss such New US Nuclear Weapons Policy in a very serious and thorough manner.
For more than two decades, the anti-nuke movement, including International Physicians for the Prevention of Nuclear War (IPPNW), supported the global nuclear abolition 2000 program , which outlines vertical and horizontal nuclear disarmament. The main achievement of the anti-nuke movement was to increase public and media awareness about the threat consequences of nuclear war that provided the desired impetus for the nuclear weapons countries and their confidence to enter into START (Strategic Arms Reduction Treaty). START I (a 1991 agreement between the United States and the Soviet Union) and START II (a 1993 agreement between the United States and Russia)  placed specific caps on each side's number of nuclear weapons and the nuclear testing ban. For its role, IPPNW was selected by the Nobel Peace Prize Committee for the prize “in recognition of its constructive work in the cause of peace, disarmament, right to live, science education”.
Today the GHA Anti-Nuke and Pro-Harmony Project: “Peace Culture through Harmony: Global Harmony as Necessary Guarantor for World Security and Nuclear Disarmament”, May 2009  takes a further step to this direction. It suggests serious and thorough analysis of the American antinuclear concept presented in President Obama’s speech. This project offers a noteworthy and the most effective basis for nuclear disarmament based on value, culture and the scientific theory of global harmony. We consider this scientific approach worthy of support. The special importance of this project lies in the following important ideas:
1."Global Harmony International Treaty" as the necessity guarantor and general platform for nuclear zero
2.Qualitative difference of disarmament from armament
3.Unlike other approaches, the GHA disarmament approach is a new level of thinking based on uniting values
4.The scientific theory of global harmony
5.Sociological studies of the sphere classes of the population of the USA, Russia, China, India, Japan and other countries as social base of global harmony
6.The idea of building of 10-thousand schools and 10 National Academies of harmonious education in conflict regions
7.Creation of the World Harmony Academy in the USA
8.Series of 100 Congresses on discussion of the American nuclear initiative for generating broad support for it in world public opinion
9.Sociological studies of the USA harmonization trends: A Culture of “Smelting Furnace,” 13 Towns of "Harmony", 14 “Harmony Schools” in Texas, tens of Peace Institutes, movement for “Department of Peace,” and the annual “Harmony Festival” in CA since 1978, etc.
10.Convening the first Civic Anti-Nuke Congress in St.-Petersburg in October 2009 to be opened by Mr. John Beyrle, the USA Ambassador in Russia
The practical embodiment of these ideas, undoubtedly, will promote success of nuclear disarmament. I am convinced that the GHA Anti-Nuke and Pro-Harmony Project, especially the first International Civil Antinuclear Congress in St.-Petersburg, deserves all-round support and financing from the USA Government, the NGOs and the UN Peacebuilding Commission. All it will advance the American nuclear initiative as a beginning of world nuclear disarmament.

The project is devoted to support, develop, and actively advance the nuclear disarmament initiative of the USA and Russia, in particular to its concept presented by President Obama on April 5, in Prague. This concept is a core of the nuclear disarmament initiative. The GHA recognizes the global impact and historical significance of this initiative as a rotary change of American policy and humanity to global harmony and peace. Correspondingly, GHA considers this a duty and moral obligation to support and advance this initiative for its world-wide support that is the GHA project key objective.
President Obama underlined a problem of joint participation of all nations in nuclear disarmament and in its world support. The GHA project offers system of actions in this direction, first of all, holding the corresponding international and national Congresses.
As part of this project the GHA intends to hold the First International Congress with 500 participants from around the world on October 18-20, 2009 in St. Petersburg. The theme of the Congress would be, “Initiative of Nuclear Disarmament of the USA and Russia – Rotary Change to World Peace and Global Harmony.”
The Congress program questions are:
1.Key Ideas of the American Nuclear Concept Presented in President Obama’s Speech on April 5, 2009 in Prague.
2.The Basic Conclusions of the FAS and NRDC Report, Devoted to Minimization and Eliminating Nuclear Weapons.
3.Modern Epoch of Harmony Globalization and its Basic Directions.
4.Disarmament as a Process Qualitatively Distinct from Armament Demanding New Consolidating Value and New Level of Thinking.
5.Global Harmony: Necessary Guarantor for World Security and Nuclear Disarmament.
6.Harmony Science: Sociological Researches of the Sphere Classes of Population as Actors of Social Harmony.
7.General Harmonious Education as the Most Effective Way for Advancement and Support of Nuclear Disarmament in Public Consciousness.

Congresses similar to the one proposed in Russia and abroad would have tremendous impact to win public trust on the American concept of nuclear disarmament and unfolding of its world value. The strength of the world public opinion from these Congresses will make positive influence in preparation for the Global Summit on nuclear disarmament, which President Obama promised to hold in the USA in 2010. The USA Government may consider allocating $20-30 million for holding 100 similar Congresses in different countries including Russia, China, India, Pakistan, France, and Israel, etc. Almost each co-author of our project from 34 countries could organize the similar Congress in his/her city/country.
Unfortunately, very few people in Russia trust the sincerity of the American nuclear concept today. It is confirmed by public discussions in our mass-media. In this atmosphere of mistrust, anybody in St. Petersburg does not wish to finance the offered Congress. Therefore, the Congress can only be held from the USA-backed financing. It is with that perspective that the GHA requests your Consulate to finance the above-mentioned Congress in St. Petersburg in the amount of $180, 000 from governmental or other sources.
Through the USA Consulate in Israel, the USA has made similar grants funds for the Interfaith Encounter Association of Jews and Arabs in Jerusalem under the guidance of Dr. Yehuda Stolov, the GHA member. Your financing of the subject Congress would mark the beginning of the new constructive cooperation, which is necessary for strengthening friendship and trust between our countries on the threshold of joint nuclear disarmament. The Congress in St. Petersburg will be an example for holding similar Congresses in other countries.
The GHA has the distinct honor to invite you and Mr. John Beyrle, the Ambassador of the United States of America to the Russian Federation, to open this Congress and to address the USA new nuclear policy concept.

65th mourning birthday of the atomic bombardments will be held in Hiroshima and Nagasaki in August 2010. At the time of this 65th birthday, the survivors will cross 80 and 90 years. In 2015 there will be less and less of them, and slowly they disappear. Therefore, it is necessary to give the Nobel Peace Prize to Hiroshima and Nagasaki 2010 to light the victims, the nuclear abolition and world Peace.

I wish to put a stress on the tragedy of almost 200 thousand A-bombed victims in Hiroshima and Nagasaki. The survivors who lost most of their families are suffering by now from cancer.Their heartfelt wish is: No more Hiroshima. They deserve the Nobel Peace Prize 2010 for 65 years of sufferings and peace struggle. I am extremely busy in the current situation in my country of Pakistan. I have read the GHA antinukes project. on the one hand project is perfect and on the other hand some things in it are perplexed in your project, which I would like to clarify. on the one hand recently the USA has entered into a highly controversial nuclear deal with India and announce it as the greatest achievement of the previous USA regime.On the other hand without renouncing or amending it they make similar deals with other countries (Pakistan, for example). All this makes Obama a sort of an overloaded animal! The latest FOX NEWS disclosure is that the US Joint Special Operations Command plans to take out our mobile nuclear units if we were over-occupied by the Taliban (whose is it verdict?Americans? Have they really been accurate in verdicts, especially in the recent times?) As far as their recent deal with India needsbending and breaking many of the NPT's (Nuclear Non-Proliferation Treaty) provisions, and becomespractically IAEA irrelevant, the Americans are creating alternative and parallel to the IAEA organizationsthat will probablylead to further weakening of the IAEA and thus conducting a completely new situation totally controlled by the USA…..

A worthy initiative of President OBAMA deserves our support by all means. But from my point of view, his offer embarrasses many countries including my France, which have the least of nuclear weapon. Integrated NATO command is skeptical of nuclear reduce.
I support the GHA initiative with Anti-Nuke project basically but I propose to shorten it. Essentially I mean: the Russian authorities are mute by now in regard of supporting nuclear disarmament ideas. Further more. What to do with the so-called "derelict countries", possessing nuclear arms or close to it? What to do with the terrorist organisations? What to do with the new samples of nuclear arms? I think these and some other global questions can be solved only on a basis of a special concept. Most likely nowadays the great civil public force can initiate such concept. The process of life harmonization on Earthseems immense but it should be started, promoted and extended.

As to the Russian support, Medvedev has already agreed with Obama’s initiative on April 1 during their meeting in London. Nevertheless I agree: both parties have enough skepticism. The main thing is that the ice is being broken! For the first time in the history disarmamentbecomes Global. Qualitatively it is absolutely unknown process: it was simple to arm in singular, all nations learnt how to do it .To disarm means to disarm altogether but the history has no precedents of it. The GHA offers way of disarmament acceptable absolutely to all countries: a way of global harmony, which is presented in our project. Using your remarkable expression - GHA acts in the sphere of disarmament as the leader of "great civil public force".

Within less than three months of his inauguration as President of the United States, Barack Obama opened the door to a global denuclearization initiative.His April 5, 2009 speech in Prague calls upon all nations to join together to move toward a world without nuclear weapons.In response the Global Harmony Association (GHA) in its Anti-Nuke project “Peace Culture through Harmony: Global Harmony as Necessary Guarantor for World Security and Nuclear Disarmament” has invited 120 peacemakers (45 from Russia and 75 from 33 other countries) to join in an historical undertaking dedicated to the eventual elimination of nuclear weapons.This action is also in concert with the goals stated by the Federation of American Scientists (FAS) and the Natural Resources Defense Council (NRDC) in their Report---“From Counterforce to Minimal Deterrence… and Toward Eliminating Nuclear Weapons”.
What is increasingly clear is the fact that moving toward nuclear disarmament signifies an inevitable turn to global harmony.It is a point that I have articulated as well in my new book, The Future of Global Relations: Crumbling Walls, Rising Regions (Palgrave-Macmillan, 2009; available at, www. Amazon.com). There are two central points in this argument.
First, it has become impossible for the US to continue down the path of militarism in pursuit of global hegemony and empire.The US can no longer afford to keep over 700 military bases around the world in order to defend its version of a global empire.Hegemony is---by definition---based on three components: (1) a global consensus that supports its dominant role and rule; (2) sufficient economic strength to maintain a military force that can impose imperial dictates and strategies; (3) a sustainable military.All three ingredients for a vibrant hegemony are missing from the US today.Its economy is in tatters and shredded by the burden of militarism and fiscal mismanagement.It has lost the global consensus that it requires for its “soft power” to be effective.Its military and reliance on nuclear weapons is unsustainable and counter-productive.In short, the unilateral policies of the Bush era have exposed the “crumbling walls” of US hegemony and revealed the need to move nations and their policies toward more harmonious and cooperative paths of development.This leads to the second point.
Second, we live in a world of “rising regions”--- which means multi-centric global governance and the end of US unilateralism and reliance on nuclear weapons as the final arbiter of disputes.It also means that greater and higher degrees for cooperation between nations and regions around the world which are gaining in regional integrity and strength—such as ASEAN (Association of Southeast Asian Nations), have explicitly renounced the use of force and threat of force.In place of arsenals of weapons and threats to use them the principle of mutual cooperation and concerted efforts to resolve differences peacefully through negotiation and compromise hold out the promise for grater global harmony. This is important for those of us who want to close down the global military-industrial complex.So, the world inevitably moves to multi-polar global harmony as many different regional centers redefine the nature of globalization.In this regard, President Obama’s new nuclear initiative can only be sustained by a rejection of traditional attempts to maintain global hegemony and instead embrace the path of global harmony.
I have termed the embrace of the path toward global harmony the “Principle of Hegemonic State Accountability” (PHSA).This term is meant to signify the fact that nuclear superpowers such as the US and Russia must be held accountable to the dictates and demands of international law.Therefore, they must be held accountable when they seek geopolitical advantage through force or threat of force in order to advance their own domestic elite’s selfish interests.After all, the desire to maintain hegemony, promote primacy, and to secure the status-quo of dominated by the dominant reflects nothing more than an international order based on force, violence, and exploitation.It would be illogical to expect peace to emerge from such order.Therefore, the PHSA demands what the concept of global harmony requires---a renunciation of force and threats involving the weapons of force.In the most practical of terms it also means when the US takes specific steps toward a world without nuclear weapons such a move will convince other countries to do the same.If Iran and North Korea no longer perceive a threat---such as the US invasion of Iraq in 2003---then the new American policy will have removed doubts about the sincerity of its intentions and, at the same time, start a global process of confidence building in the rule of law, the power of harmony, and the accountability of great powers.
A world of “rising regions” offers the entire planet a future of global relations in which there are many different centers of power with many actors.This reality can work to strengthen efforts to reform the United Nations and to build a new global federation based on regional agreements and actors to deal with global problems from climate change to genocide, from developing new forms of human security to ending poverty.As with the European Union, there is a greater hope now for advancing the social agenda and welfare of people because of the dynamics inherent in regional cooperation and multi-centric governance.This is also good news for the cause of nuclear disarmament.This is because the actions and priorities of coordinated regional centers inevitably serve to conduct human practices toward new forms of global harmony or harmonious globalization.It is a qualitative change of international relations.
In conclusion, the GHA Anti-Nuke project (Peace Culture through Harmony: Global Harmony as Necessary Guarantor for World Security and Nuclear Disarmament) represents an important and vital initiative for global civil society in the following three aspects:
- It represents an expression of wide public support for the advancement of the American anti-nuclear initiative as articulated by President Obama. It does so by virtue of raising public consciousness through the organization of a series of international Congresses. Hence, this GHA initiative deserves support from the American government and all international NGOs.
- By providing an understanding of the qualitative differences between the processes of armament, on the one hand, and disarmament on the other, we find that the process of disarmament demands adherence to the value of harmony as its ultimate guiding principle. That is because it has the capacity to unite all nations at a higher level of thinking and action. The value of harmony ---as the GHA guiding principle ----lifts us out of a destructive historical cycle by introducing the political dynamics of an Einsteinian thinking that places us in a position from which we can solve many global problems---including nuclear disarmament.
- The GHA anti-nuclear project also pledges to help bring about a revival of the World Peace Movement on the basis of global harmony. Such a Movement for World Peace from Global Harmony will be a powerful factor in bringing about nuclear disarmament.
Finally, I wish to add the GHA project, the comment of 12th quote from President Obama’s speech, my following text:
Global harmony, as the necessary guarantor of world security, is concretized in international law by the "Principle of Hegemonic State Accountability" (PHSA). Like the concept of global harmony, the PHSA requires the renunciation of force and threats involving weapons of force. The PHSA is a call for greater accountability at every level of global relations. The PHSA is a principle for the "Global Harmony International Treaty", which should be accepted at the Global Summit on nuclear disarmament in 2010 at the USA Government initiative. only the similar treaty will be the effective basis for quick approval and effective execution of all technical treaties of nuclear and general disarmament.

Of course I am against nuclear arms; however Israel, unfortunately, is in a very precarious position.Ahmadinejad, the President of Iran, keeps saying on various platforms, even at the UN recently, that he wants to destroy Israel! The position of Israel, at this point, and I agree with it, is that if all our neighbors in the Middle East, including those who do not agree with the "right of Israel to exist!" - sign the Petition against nuclear armaments, Israel would sign it too. This is my own PUBLIC response too. If Israel would sign the petition and divest itself of Nuclear Power, before those who want to destroy Israel does it too - she would be destroyed at once! Toward Eliminating Nuclear Weapons. The simple fact is that Iran signed the nuclear nonproliferation treaty and all its nuclear sites are open for International inspections. I strongly support the GHA antinuclear initiative. The GHA congress would significantly contribute to the process of building a world free from nuclear weapons. Different countries are investing in equipping their military systems with highly developed nuclear arms in name of protecting national security and sovereignty. I consider the investment irrational. If the countries could invest in people welfare, building democracies, educating people for nonviolent way of resolving conflicts and declare peace with others, their neighbors and others countries, they would live at peace and protect themselves from internal and external threats. Costa Rica is the best example of countries that opt for building sustainable positive peace and deserves appreciations by contemporary peaceworkers.
In Africa, although countries continue to be burdened by high percentages of population living in misery with high rate of illiteracy and inaccessibility to potable water, they have tendency to invest in building strong military system. I realize that our political leaders need to change way of thinking and invest in humanity rather than military system. However, rich and funding countries would play an important role in the change. But this will be possible if they devise banning nuclear weapons industries.
Considering its objectives, I am convinced that the initiative, which could be renamed Global Anti-nuclear Weapons Initiative,would play a key role in movingmodern human society from militaristic to humanistic ways of living and building a real humanitarian planet.

Quite often good people who work for peace may end up, at times, working on false assumptions that may not be their own fault. Let me illustrate this by an example as explained by an American peace-worker that has an Iranian origin and who happens to know Farsi very well.
It is not true that Ahmedinejad of Iran vouched to "destroy" Israel. When he talked in Farsi on the topic of peace in the Middle East, he said: "Peace in the Middle East will come when we put an end to the "regime" in Jerusalem." He was referring only to the belligerent policies of the Zionists.
As Anna Balzer, a young Jewish lady professor whom I met, said emphatically, the world should distinguish between the Jewish people and the Israelis (both of whom are good and mean well) and the Zionists who believe that all of Palestine belongs to them by all means.
In the past the United Nations did its best to bring peace in the Middle East through the creation of two recognized States -- Israel and Palestine -- and the complete denuclearization of the entire Middle East Region. All the UN members were unanimous on this except for the USA and Israel.
The news media reporters, whose job seems to create animosity through suspicion and fear, have twisted the statement of Ahmedinejad to the extent that today you hear US government officials quoting the newspapers reporters rather than the original statement of Ahmedinejad.
I concur fully with the GHA anti-nuclear project.

Ref: New US Nuclear Weapons Policy
By this short note, I want to put under your consideration some initial thoughts in relation to the New US Nuclear Weapons Policy. Obviously I cannot present here all my observations and comments of the related existing exhaustive published documents. However it is clear to me that the anti nukes movement should seriously and deeply analyze and discuss the New US Nuclear Weapons Policy.
For decades the anti nukes movement including IPPNW, supports the global nuclear abolition program. Late in the nineties we developed the so called "Nuclear Abolition 2000" which shows up the vertical and horizontal nuclear disarmament and control.
The depressing reality is that the only achievement of the anti nukes movement was the increase of the public and media awareness of the nuclear war threat and what I believe, an increase of confidence among the nuclear weapons countries resulted in the nuclear disarmament agreements of Helsinki 1 and 2 and the nuclear testing ban. All that was a strong argument for the Nobel Peace Prize Committee to select IPPNW (International Physicians for the Prevention of Nuclear War), for the Prize 1985 “in recognition of its constructive work in the cause of peace, disarmament, right to live, science and education.”
Today after more than 10 yearsof the "Nuclear Abolition 2000" program existence (now it is renamed) we can state that the achievements a less than expected. The U.S. still possesses more than 5,000 nuclear weapons in its stockpile and many of them have a high-alert status. The U.S. is one of the few countries that have not yet ratified the nuclear weapons testing ban agreement.
The recent Joint Statement by President Dmitry Medvedev and President Barack Obama of April 1, 2009, as well as the speech of the President of the USA, Barak Obama in Prague on 5 of April 2009,at least at the level of declare proclaim changing of the so called Cold War policy of deterrence. We should not be confused by terms "Nuclear total abolition" or "Nuclear Weapons Disarmament" used in those documents.
In the mentioned speech, president Obama said "Countries with nuclear weapons will move towards disarmament, countries without nuclear weapons will not acquire them, and all countries can access peaceful nuclear energy".
I think the main strategy of such US policy, is the creation of a "Minimal deterrence power" of about 500 to 1000 warheads until other countries will have nuclear arms.
"To put an end to Cold War thinking, we will reduce the role of nuclear weapons in our national security strategy, and urge others to do the same. Make no mistake: as long as these weapons exist, the United States will maintain a safe, secure and effective arsenal to deter any adversary, and guarantee that defense to our allies."
Analyzing these documents I could not find out plenty of aspects: Would be the new policy of Minimal Deterrence worldwide accepted and in what way? Does the plan implement a policy of verifiable and transparent nuclear disarmament? Can be a no-first-use policy adopted? What is the status of the remaining in Europe U.S. nuclear weapons? etc.
Anyway this initiative must be taken seriously, considering that for the moment it is still a non approved initiative that needs strong support inside US and abroad in order to be approved. Encouraging movement towards a nuclear arms free world we have to analyze the pros and contras of this plan and clarify our attitude to it.
At the present stage those who want to maintain the "Cold War" will totally reject such policy, at the same time a full acceptance means "Minimal Deterrence" support what I feelunacceptable. However, does the new policy convey any way to reduce the stockpiles lessening the threat of life on Earth?
I suppose that a representative meeting on the subject with the official authoritiesspeaking on the matter on behalf of the USA, Russia, China, and other nuclear weapons countries,will give an opportunity to assume a significant strategy. Thus I support the Congress proposed by Leo Semashko

Talking about peace and achieving peace are two very different things. Our focus must be on achievement of peace. For that, the real barriers to peace must be identified and peaceful ways found to have them be removed. I endorse what Charles has written 100%. Ahmadinejad's statement has been totally distorted, then replayed over and over again, at least in the US, to back up preformed policies which are counter to peace, just as intelligence was fabricated to establish evidence for attacking Iraq which was already decided upon before any evidence was available.
Israel has built up a whole nuclear arsenal and has not signed the Nuclear Non-proliferation Treaty. It has also on multiple occasions threatened to attack Iran. I consider these real barriers to peace and nuclear disarmament. The US national intelligence has itself failed to find any definite proof that Iran is building nuclear arms. So what should be a peace organization's stand? The truth must be identified and dealt with in a peaceful manner for any progress to occur. Any peace movement which talks nice words but is not willing to address real issues will not be effective.

100 % agree with you. I am not against true. Certainly, it is a fact that there are real barriers on a way to peace that should be realized and exposed in accordance. Therefore, GHA is not only “talking nice words, we try to incline real issues”. But I meant a different thing. Epistemological aspect was my issue. I wrote about appreciation and estimation of the facts from different, opposite ideological and value points of view. When two hostile opponents argue they NEVER find true. The Israel and Palestine battle for the last 60 years is an example, and they have achieved Neither true NOR ANY consent. Even if they have 600 years in front of them. The cause of it is opposite positions, enmity and absence of harmony between them. The true is not the only value. The true is a scientific value. Except it there are priority humanistic and national values. When these values of the different parties contradict each other then the true can be NEVER established. Such conditions make discussions empty, infinite and ineffective. They NEVER lead to peace, they provoke enmity aggravation. In this case it is necessary to look for a COMMON, acceptable value comprehensible by all parties and that is harmony. This value and dream was cherished through all mankind cultures and religions since ancient times. You have investigated excellently the values of harmony and pluralism in Islam and know the subject much better. The most difficult question: HOW to hammer home a value of harmony to the conflicting parties consciousness?And the answer implies the only variant: through a long process of harmonious education since infancy. This question, as you know, is unfolded in details in the GHA academic project, which you have got. It is my credo, which, I hope, I have expressed clearly.

Nuclear disarmament is clearly a noble and important goal as the world continues to hurtle itself towards conflagration out of regional, and now global, conflicts or potential conflicts.I say global, because, in the past decade, the US as sole superpower had adopted the role of self-proclaimed global "peace-maker" based on threats of militarism.It is therefore especially encouraging to hear President Obama's April speech calling for global nuclear disarmament, and now, GHA's espousal of this cause as a Key Project.Of course, I approve of this new GHA initiative.
I think that any GHA communications to world leaders must be carefully crafted and worded for maximum impact, and then must be distributed widely to the global public.In this effort, I hope that you will use the inputs of experts like Professors Mercieca, Paupp and Kahan to the maximum.
Clearly, the goal of promoting nuclear disarmament will be a tough one. In the US itself, in spite of President Obama's proclamation, there will be strong opposition from the US Congress.There will also be opposition --- both open and obscured --- from many other quarters around the world.The global media will be used to the maximum to spread fear in the public about the cause.There is already much false presentation of facade in this regard from many countries.Some of these concerns have been voiced in this forum.I hope that we will remain united and wise in responding to these. Many thanks for your wise response with strong support for the GHA key anti-nukes project. You very well depicted the global scales of resistance to President Obama’s anti-nukes initiative. A core of this resistance is the most powerful global military-industrial complex (MIC) ignoring interests of local civilizations and separate countries. In early 1961 President Eisenhower warned about MIC danger.
MIC does not know borders: it is cherished in the last decades and centuries in a womb of so-called «national interests» of antagonistic industrial civilization. Almost half of the world MIC is of American origin.
Therefore President Obama will face the most powerful resistance, first of all in his own country: in business, in Congress, in mass-media and among the population,considerable part of which is recruited by MIC and lives on its money. Therefore, it is absolutely clear that without powerful public support of a world civil society (WCS) President Obama will not overcome this resistance which threatens to bury his initiative and put humanity on the verge of nuclear self-destruction. Balancing on this verge gives colossal profits for global MIC. only WCS can resist and neutralize counteraction of MIC. But for this purpose WCS should be consolidated. For today a divided and clashing WCS paralyze itself from within by personal and national interests and its peripheral influence is practically naught. Such situation in WCS is favorable only for MIC.
Devastated and paralyzed WCS is not capable to present and express peace and survival interests of modern humanity. Globalisation, association and improvement of WCS are possible only on the basis of the most powerful humanity value – value of global harmony. The GHA anti-nukes project is devoted to a priority of this value for nuclear disarmament and for the WCS globalisation on a new basis.
Certainly, this project is far from being perfect and demands further development. You are absolutely right, that for this purpose it is necessary to involve efforts of our outstanding experts. I put yourself on that rank cause you are a unique scientist among the acknowledged, who has discovered pluralism and harmony of Islam and Muslim culture.
Shattered and armed mankind could live without global harmony. The global, interconnected and disarmed mankind cannot exist without it. Humanity can live only in global harmony now or it will destroy itself. It is a dilemma of life and death of modern mankind.
There is a necessity of a new scientific and value approach to step from the level of "dominating national interests" to the level of global harmony as a priority. This approach is presented in antinukes and other projects of GHA, which mission is to pave a way for global harmony to embody it in a harmonious civilization as positive alternative to capitalism and socialism, and in harmonious peace as alternative to traditional peace based on fear of mutual military destruction. President Obama never will overcome resistance of MIC without the new scientific and value approach based on global harmony.

However, I have two reservations: (1) I would like to see the Nuclear Zero world achieved in years/a decade or so rather than a life-time (how old are you?) as militarism, in all its forms, nuclear or otherwise has been blood-sucking civil society & life for too many decades already!
(2) Re Obama’s 14th quotation (from the GHA Anti-Nukes project) "We should build a new framework for civil nuclear cooperation, including an international fuel bank, so that countries can access peaceful power without risk of proliferation". In this context, I, along with many others, are totally opposed to the Nuclear option for civil energy, as (1) it is grossly expensive to set up (2) it can be potentially highly dangerous (radio-active pollution from waste and leaks - and remember Chernobyl & Sellafield/Windscale here in Britain!) (3) It is very expensive and a long-term prospect to dismantle old Power Stations let alone get rid of the Radio-active junk from them and (4) therefore, it is a long-term option only and as long as albeit "peaceful" Nuclear Power Stations exist, there is always the danger, in this longer term future, that some rogue. "Evil" leader(s) might arise who could easily use their country's energy generating nuclear capacity, again, to more aggressive purposes of World Power over others - it only takes I country to do so to upset the whole global harmonious apple cart and start arms races off all over again!
Only a progressive Spiritual-ethical revolution within the hearts of all humans will ultimately be our guarantor of Peace, and until this longer-term project is accomplished, we cannot predict what will happen in the future, anywhere, with certainty….

Re your reservations.
1. Likely each peacemaker dreams of a rapid disarmament. Me too, I dream nuclear disarmament to be accomplished not within 30-50 years, as Obama promises (“outside of my life”), but in 5-10 years. But I understand that it is a fiction because humanity armed for millenniums and started to disarm on April 1, 2009 only. Disarmament is essentially other process, than armament. Separately countries armed easily and without obstacles. To disarm 200 absolutely different countries at once and simultaneously is a hard and very long process. The humanity needs at least two generations – 40-50 years (the term is established for general and full disarmament in the GHA Magna Carta of Harmony, 2007), to replace in its consciousness war philosophy by peace philosophy on the basis of global harmony and through harmonious education from infancy. Therefore I agree with Obama’s opinion: it is possible in full measure only outside of a life of our generation (my age is 67) and Obama’s generation (his age is 47). But we can and should start this process today, now, since April 5th, so that our children and grandchildren reach full nuclear and general disarmament as soon as possible. It is our duty to our children and grandchildren. It is my duty to my children and grandchildren that their children and grandchildren were not born under the bomb explosions and bullet whistles, what I have experienced fully.
2. I cannot agree with your opinion, concerning full refusal of a nuclear energy. Yes, it implies a big danger. But safety services of nuclear stations constantly develop decreasing dangers. on the other hand, any achievement of humanity: car, plane and etc. is accompanied by hundreds thousands of deaths. It is an inevitable payment of humanity for technical progress and nobody demands to stop it. Probably, in very far prospect,if we find in space an inexhaustible source of a new, for example, gravitational, energy and a simple way for its widespread safe use, then, maybe, humanity will rejectnuclear energy as a source, andadopt other than car, plane, etc means to cover distance. The idea is not deprived sense though looks like mere fantasy.
3. You appreciate as the guarantor of an everlasting peace a “Spiritual-ethical revolution within the hearts of all humans”. It is true, but only under certain conditions. To my mind, harmony lies underneath such revolution, which should be assumed by human consciousness as higher spirituality and science,priority ethical value and system of the technologies providing achievement and use of harmony laws at each stage of human life, since conception. This is the first fundamental condition, which is impossible without the second one:to be affirmed individually (“in heart of each person”), it should be recognized by public consciousness and exercised in social institutes: education, family, state, policy, right, science, economy and in all culture.
The individual and a society could be compared as a drop and an ocean. They are similar, but at the same time they are determined by different laws. In case an individual is ignorant of the laws of harmony society follows, he cannot achieve harmonious status. Jesus Christ dreamt of a divine harmonious person but 2 thousand years passed and humans remain the same, with an animal umbilical cord of mutual destruction, and even religion is of no help. The causation lies in the deep nature of social harmony of sphere classes of population not yet investigated. So forth the individual is deprived to live according to laws of a true human, not animal harmony aimed at type-species survival. The scientific understanding of deep (true) social and individual harmony spring out from a global information society.
Therefore only from this deep structure, via its institutes and only in its social environment each individual can successfully enrich itself with harmony and use it effectively for personal and social benefit. That is the way to personify Christ dream and to achieve a “Spiritual-ethical revolution within the hearts of all humans”.
I thank you for your deep speculations, which induce to develop a philosophy of global social harmony. I think that on this high philosophical note our discussion of the project at its initial stage will finish.
I agree to discuss nuclear project on web, but important is what solution is to be offered. The topic is not new; every country is organizing conferences with government delegates and peacemakers. It concerns not onlyIran-Israel-Palestine etc. problem, it involves such countries as my Italy to whereten Nobel Prize Laureates arrive annually for peacefulpolitical affairs, alas, today resulted in a primary business transaction of Italian Governmentto sell Nuclear arms.
It is high time to criticize the banks financing such business transactions. Why crisis never enter this sector? It is necessary to:
1) Inform people on how Government spend and invest their money.
2) Issue a list of banks in every part of the world financing nuclear business for international publicity
3) Invite people to use ethical, free from nuclear business banks onLY.
I began to cooperate actually with China in 1992, when one of the members of American Parliament, great expert of World Bank asked me to assist him in Rome bank-conference. In 1992 the first orient project-plan was "Norinco" Far East Corporation transformation of arms plant into social production factory; it was no easy because 800.000 people worked in Norinco. You emphasized very important modern contradiction: inabilities of peace conferences, organisations and peacemakers, including Nobel Peace Prize Laureates, in the face of nuclear business. Non-proliferation of this weapon as "universal genocide» (Ernesto Kahan and Taki Yuriko term) is not achieved until now and we can guess only when it happens. According to your notes Italy has started already to create and sell the nuclear weapon. Attempts in China «to transform arms production in other social production», which you mention, are neutralized by weapon purchase in other countries. There are hundreds of thousands instances. They evidence weakness of traditional peace paradigm, when peace is based on fear of mutual destruction. The American antinuclear initiative has pointed out to this problem with new force: nuclear disarmament demands GLOBAL support, which is at present very weak and cannot revive on the basis oftraditional peace paradigm. The American antinuclear initiative demands its change.
The GHA Antinukes project shows, that peace paradigm of global harmony is solely acceptable for all nations in the situation of globalisation. This paradigm reveals in a science and culture of harmonious peace, which are presented in the GHA projects especially in the Magna Carta of Harmony (2007) and Antinukes Project. Now the problem consists in making this culture a common property of the governments, peace organisations and world peace movement. The GHA Congress on the antinuclear initiative, which is planned in Petersburg in October 2009 will be the first event in this direction if it will be supported by the Governments of the USA and Russia.

Striving for harmony within a nuclear-and-violence-free world we visionaries continuously are standing in for our deeply felt realities that often enough stand against the realities we experience. Furthermore as visionaries like David we mostly are not being regarded as the "light bearers" we are - on the contrary we often are being marginalized if not criminalized by the respective mainstream society. Visionaries are aware of discrepancies between "the realities as they are" and "the realities as they can be". That is why visionaries hardly get lost in esoteric lordliness or in eventual frustrations that are caused by respective environments.
Although visionaries are hardly supported or rewarded by their social environment they do receive affirmation and satisfaction from deep inside. Visionaries autonomously are aware about a deeply felt coherence and harmony between their personal existence and existence in general. (Re-) Connected to a creative reality and source of vitality that we human beings by nature share with all the members of Life, visionaries - against any obstacles - seek to ally with like minded people. Visionaries are guided by empathy. Jointly they strive to operate as "obstetricians" of a "splendid being", of a social reality that confirms the naturally given genetic and "divine" creativity by a respective non-violent and self-supporting culture.

My idea is quite different from that of justification of one evil through another evil. I am sure, that any achievement of any civilization, including harmonious one, is inevitably accompanied by negative aspects or "evil". It provides infinite progress, infinite aspiration to perfection and harmony, which will be never reached 100 % completely for some specified reason. «Evil» of the achievements can be infinitely reduced but never reaches zero. It means also, that full harmony never and nowhere can be reached. The way to harmony lies through reduction of "evil" and softening or “humanization” of ways of its achievement. Harmony isgeneral law of a nature, society and humans. Discussion and investigation of this law last for ages since ancient times. People noticedlong time ago, that in the lifeless nature, in space, harmony (balance) is attained in a most severe way, i.e. through annihilation of planets, stars and Galaxies. In wildlife harmony is provided through struggle of type-species and survival of the strongest. I certainly agree that there is crucial humankind's need for nuclear disarmament, but I do not see much chance to result from Obama's speech. He lost in the Senate when trying to close the concentration camp on Cuba, and trying to call this type of his country's behavior illegal. There are very many jobs behind this scene, not only international capacity of US and some other countries to abuse the less armed ones. Slovenia, e.g., is too small to use any tanks, but as a member of NATO she is obliged to spend enormous money on tanks, and they may not be a local production of Slovenian firms except a few details as parts. For Slovenia to not forget that there might be a danger to our freedom, the Italian post-fascists keep threatening all the time. The Slovenian minorities in Italy, Austria, Hungary, and Croatia enjoy less of benefits than the minorities in Slovenia do. Croatia tries to steal some Slovenian land, which is no big quantity, but it is big psychologically and sociologically.
In addition, if USA and Russia and some other countries start the process of nuclear disarmament, it will - as it has done so far - only reduce the number without erasing all of it. Enough reserves of arms will be kept or new stocks with more modern, innovated, attributes will surface.
Like Russia has officially hard times to forget its own Soviet-time size, other former colonial masters do too. They all gave up their former colonies only once they had found that it is cheaper for them to do trading without taking care of the colonial bureaucracy etc. They no longer need to possess the area to control markets and raw materials. Thus, anew, the initiative is badly needed. I can only hope for its success.

We already discussed a question, concerning internal resistance to Obama's initiative in the USA. The civil society should help Obama so that his initiative has not been buried. If we will keep silence and stay aside, Obama and disarmament may lose.
Your letter is interesting as an instance of national interests concern. Certainly, each nation has the right to express primarily its national interests. So was for ages and led exclusively to wars. National interests are provided on the supranational, global level. In the interconnected globalized world global interests should come forth and reorganize thinking on a general appreciable to all basis which can be global harmony only. The mainharmony idea is a restriction of national and private interests for the sake of the common survival, peace and consent. Harmony is a law of the balanced restriction.
Natural and social resources have limits. Soil, water, air and a solar energy on our planet mutually limit each other. It conducts the restriction of vegetative and animal resources, and, in its turn, limits natural resources for a society, demanding restriction of consumption and also restriction of the population for the sake of survival and peace. Survival demands mutual restriction of poverty and surplus: poverty – from below, richness - from above. Harmony of poverty and richness is their interdependent levels. There are two ways of restriction: 1. Spontaneous and violent through wars, mutual destruction and extinction and 2. Conscious and nonviolent. Conscious restriction (i.e. conscious harmony and balance) begin with a science about social and individual harmony, which concentrates in the principle of coordinated restriction on the basis of scientific knowledge of harmony deep laws. only by this principle each society and individual can be guided for the sake of own survival and prosperity. This principle substitutes the principles of "national interests» and egoism.
The principle of coordinated restriction or as Dr. Terrence Paupp titled it:"Principle of Hegemonic State Accountability" (PHSA), expressing harmony, is a mindful basis for nuclear disarmament and for maintenance of national interests taking into account global interests. Coordinated restriction is conscious restriction of national interests suitable for all nations. The world and all nations approached this principle, started to study it, started to learn how to search harmony as a coordinated restriction - a strict demand of global problems, first of all the nuclear disarmament initiated by the USA. Global harmony is reachable when by the general and priority principle will become coordinated restriction instead of national interest.
Our collective discussion of the different responses gave a new idea impulse to develop the scientific theory and modern philosophy of global harmony, for transition on a new level of thinking, which is required for nuclear disarmament. As a result of discussion of the GHA Antinukes Project we together created a good theoretical platform for preparation by our experts of the "Global Harmony International Treaty», as a key for nuclear disarmament and for our Congresses. The GHA Anti-Nuke Project is totally consistent with Islamic teachings of peace and brotherhood. It denies the concept of a ‘Clash of Civilizations’ as meaningless since the 1.5 billion Muslims of the world do not constitute a civilization; they are as diverse as the whole world population, in terms of nationalities, races, cultures, languages, etc. What we have is, rather, a Clash of Ignorance on both sides, with dire need for proper education and instruments for promoting harmony. Let me remind, that our project is titled: “Peace Culture through Harmony: Global Harmony as Necessary Guarantor for World Security and Nuclear Disarmament”. As you can see, this title has positive, creative meaning and does not accent a struggle or antagonism. Short, positive and creative meaning of this project is: “FOR/PRO HARMONY”, which means an exception (abolition) of the nuclear weapons, violence, wars, etc. However, at the dominating stereotypes of traditional industrial thinking which cannot be cancelled for one day, behind the project today was fixed more clear for this thinking title: "ANTI-NUKE". I see the harmonious compromise in the following short, though and rather hard, informal project title: “FOR/PRO HARMONY and ANTI-NUKE”.

The sharpness of a problem of disarmament in that and consists, that world society have not at its disposal these generously offered by many authors (including politicians) decades. The solutions are necessary to be accepted and started their purposeful and systematic realization urgently. In the Roman Club’s reports the catastrophic ending of a modern western civilization was predicted in the middle of a current century. These conclusions are denied till now by nobody. Achieving pace global crisis is not only financial and even economic – it has system character and it can be easily demonstrated. In recently published research of Russian scientists the term of approach of the tragical civilization ending is (on the average across Europe) 2015. Hence, resembling to argue on realization of any projects during many or even several decades – it is not simply Utopia and it is far not harmless though the conscientious error.

Whatever concern we have as to the catastrophic collapse of an industrial civilization, we should take into account the drawbacks of its scientific forecast, which does not know, i.e. exclude the supreme law of system synergetic integrity of the Universe and mankind – the harmony law. The industrial science does not know about colossal margin of safety and stability of deep social harmony.
Therefore there’s no necessity to refute these forecasts as they deny themselves: the Roman Club predicts catastrophe to the middle of the century and Russian scientists – in 2015. And both are incorrect for the following reasons.
1. The end of an industrial civilization is not identical to the end of mankind capable to replace its civilization form, after creation new scientific knowledge.
2. Within industrialism lives and works since a long time a "mole" of a harmonious civilization (harmonism), which is invisible because it is unknown to industrial sciences: synergetrics, cybernetics, physics, chemistry, biology, sociology, psychology and etc.
3. Viability of mankind depends not only on a measure of specific natural resources or a population, but, first of all, on the laws of their system social harmony, which are unknown to an industrial science. Ignorance and ignoring of these laws, which operate irrespective, depreciate industrial forecasts. Mankind may come to a tragic end not because of resource exhaustion but due to a human factor of industrialism, i.e. casual or conscious nuclear war, capable to destroy mankind. Thanks God, we started to understand all these and started nuclear disarmament. How much time it demands – years or decades - depends not on resource exhaustion or crises but only on the how speedy scientific knowledge of social harmony laws will overwhelm the Globe, which opens to the mankind the infinite internal resource potential of harmony. Lifeof the mankind at present and in the future depends onLY on the knowledge and use of the internal potential of social harmony. The GHA Anti-Nuke and Pro-Harmony project is one of the first on this way of mankind.

After Hiroshima and Nagasaki sixty-four years have passed. The victims there have continued to have questions and continued to study with their hard situation of health and discrimination in getting jobs or marriage. Their conclusion is just ‘never to make the same victims and to attain ‘nuclear zero.’ They see the double standard of the New US Nuclear Weapons Policy by President Obama as Dr Ernest Kahan pointed out. The USA has not ratified CTBT (Comprehensive Test Ban Treaty) yet. Obama must have it ratified first in the USA.
As you know there was a Nuclear testing in North Korea on 25th May soon after Obama promised USA would defend Japan and South Korea under the American nuclear umbrella. So the victims in Hiroshima and Nagasaki only welcomed President Obama recognized ‘USA dropped the two atomic bombs and they have responsibility for going toward abolition of nuclear weapons.’ Because until now all the presidents of USA said that the 2 atomic bombs against Japan was right to stop the Second World War. When the mayors of Hiroshima and Nagasaki asked abolition of nuclear weapons after Obama’s speech, Prime Minister of Japan ASO Taro told in Germany that Japan hopes to maintain peace under the ‘American nuclear umbrella.’ The victims in Hiroshima and Nagasaki see the double standard of Japanese Government, too.
The victims of Hiroshima and Nagasaki just wish many people to have a common understanding that human beings and nuclear weapons can never coexist and to conduct a big signature-collecting campaign to abolish all the nuclear weapons on earth never to make the same more victims as they whose chromosome aberration will continue to the second generation and to the third.
I think I have to request you and all the members that you all should share the operating expense of GHA Congress, because GHA will be difficult to be independent of the sponsors if you receive money from them. GHA should independent from any sponsor. This Congress idea of yours is very nice. But I do not agree with you to think easily to collect contribution to GHA. And I do not agree either that GHA easily announces a message to support Obama, because GHA should be independent of any politic leader. GHA must have its original message to the world independent of any group, religion or any company, too. GHA has many excellent members to make true purpose by oneself.

I share your opinion on tragical consequences of nuclear bombardment of Hiroshima and Nagasaki and your remarkable conclusion that “human beings and nuclear weapons can never coexist”. I also share your opinion on inadmissibility of double standards in nuclear disarmament and about necessity of the USA to ratify ÑÒÂÒ (Comprehensive Test Ban Treaty). President Obama has told that the USA will make it. Without it the USA will not find the allies in the world for new nuclear policy.
But I cannot agree with your idea of a total «GHA independence». As you know, our priority value is harmony instead of independence which assumes confrontation. Whether can the GHA confront with the initiative of nuclear disarmament? This initiative expresses not a narrow-egoistical national interest but global interest. It opens a door for global harmony and common good. Therefore the GHA should not only support this initiative but also cooperate with all governments and NGOs to realize it. Certainly, in this cooperation the GHA will keep the right to own opinion and to harmonious independence, which cannot and will not resist the idea of nuclear disarmament as a whole. The GHA own opinion is expressed in the fifth section of our antinukes project, which is directed to cooperation with all countries, first of all with the USA (and Russia) as the initiator and leader of the antinuclear initiative. The Congresses on discussion, support and advancement of this initiative, which offers the GHA, are necessary not only for the USA but also to all other states, not only the governments but also a civil society, including GHA. Therefore here the interests of all parties coincide. Though, still it is not known, whether the USA will want to finance these 100 civil Congresses as the GHA offers. Skeptical judgments in this respect are already heard from some of our American colleagues. But our duty is to offer these civil Congresses.
Concerning independent financing. The GHA is not capable to finance anything that has shown our last experience. The GHA unites basically students, pensioners, and people of a science and art who are very limited in financial funds. Membership fees, on the GHA Statutes, go to children in need and give very small sums. For example, in last year only 15 members of the GHA were capable on the membership fees in a total sum of $510 in the disabled children's organisation of Calcutta: http://peacefromharmony.org/? cat=en_c&key=317). We cannot hold the Congress for $500 or $1000 or $2000. The Congress demands in 50-100 times more. Therefore, if to be realists, the Congress holding at the expense of our donations is Utopia.

The USA won the final phase of WW II with Satan on its side. Other powerful nations engaged the same Devil and keep him in their backyards. More power-hungry nations long for the same ally of Hades. Can this demonic urge be stopped? I do not know, but it should. The mankind created a military science long ago but it has no peace and disarmament science until now. The GHA Anti-Nuke project is based on new sciences of social harmony: Tetrasociology and Political Psychology. The culture of harmonious peace and political harmony grows from these sciences. This culture excludes wars and makes a basis for nuclear disarmament begun by Presidents Obama and Medvedev in 2009.

It is a pleasure that our GHA movement is reaching heart to heart day by day, I am with you completely with my heart as I really don’t want more destruction in this world. We need harmony and peace to protect our generations from violation and I want to teach them the new ways, new life without the fear of terrorism.
Today historically generated predominated stereotype of binary opposition of materialism-idealism is being intensively overcome. It becomes quite clearnow that modern society cannot be evaluated differently than as one synergetic social organism demanding development of new ideological views, new science, new integrated vision of its conditions, new synergetictheory to preserve the society future. The limited diversity as the structural (attributive) information and a measure (harmony) supplement a matter and consciousness as basic foundations of constructive methodology of the new scientific thinking identified with an archetype of tetrad integrity – a core of a system paradigm. Tetramethodology, Tetraontology, Tetraepistemology, Tetrameasure already declared itself as the integral element of modern scientific theories and are incorporated by various narrow disciplinary and subject branches of knowledge.
The main advantage of the GHA Anti-Nuke project put forward and developed by Dr. Leo Semashko in friendship and cooperation with numerous philosophers, scientists and art workers all over the world, is that it is created on the basis of a science about social and individual harmony: Tetrasociology. This science allows to estimatemodern epoch as multidimensional process of formation of harmony, - global process in which nuclear disarmament is its natural and necessary consequence. only global harmony in the status of a total imperative of the world community and all modern social life can beguarantor of nuclear disarmament and overcoming of any confrontation in the world.

The greatest importance of the GHA Antinukes Project, from my point of view, consists in a new level of thinking and new value approach to the solution of the nuclear disarmament problem. I believe Brother David raises some important reservations. I agree with you about the permissible use of nuclear energy for peaceful use, but onLY if suitable safeguards have been worked out ahead of time for :
1. honest, reliable and safe plans for proper storage of spent nuclear power fuel over long periods of time;
2. a way to ensure that such spent fuel is not used by any nation for production of enriched fuel for use in weapons; and,
3. proper design, construction and operation of nuclear power stations for high level of safety, and proper monitoring of this internationally.
In the US, there are no acceptable plans yet for safe transport and storage of spent nuclear fuel.
