Call for an Ad-Hoc Committee for a New Bretton Woods System

The neoliberal system is hopelessly bankrupt. But Western governments, rather than drawing the consequences of this fact, and fundamentally reorganizing the system, have escalated the confrontation with their alleged systemic competitors, Russia and China. This has led, as a result of NATO’s five-fold expansion eastward, to a reverse Cuban Missile Crisis and to a war in the middle of Europe which could potentially escalate into a nuclear Third World War.

Many people are afraid of a new world war, and justifiably so. But it is the causes of the danger that we need to eliminate! Aren’t we witnessing how nothing is working anymore? Aren’t supply chains breaking down everywhere? Aren’t food and energy prices exploding? The German government now wants to ration gas, while in Poland and Lithuania, people are o­nce again heating with wood.

No, this has next to nothing to do with China’s “Zero Covid” policy, and o­nly indirectly with the war in Ukraine. But it has a lot to do with the neoliberal model, in all its aspects. The neoliberal idea of outsourcing a nation’s industrial production to low-wage countries, was wrong, as it destroys productive jobs in industrial nations and exploits labor in the developing countries. Equally wrong is the idea of a “shareholder-value society,” in which short-term stock market profiteering is the sole goal, and long-term rises in physical economic productivity are meaningless. And just as wrong is the idea that “money earns money,” as if money had an intrinsic value in itself, or the just-in-time idea, in which inventories are no longer needed, since trucks can deliver semi-finished parts at the last minute. But above all, what is totally wrong is the idea that money is synonymous with social wealth. This fairy tale has o­nly led to an explosive increase in the number of billionaires and millionaires, while the ranks of the poor are also growing, and the middle class is disappearing.

The stunning collapse of infrastructure in the United States and Europe—be it unsafe bridges, freight trains waiting for days o­n rail sidings, the absurd amount of time required for repairs, the shortage of skilled labor, or the disappearance of products o­n store shelves—is proof positive of the failure of the neoliberal model. Galloping inflation, in particular, is not the result of the “war in Ukraine,” but of the excessive money-printing by central banks since 2008, in an attempt to paper over the systemic crisis.

With the trans-Atlantic financial system today, we are facing what we faced in Weimar Germany in 1923: hyperinflation, which threatens to devour the entire life savings of the population. Attempts by the central banks to fight that inflation with interest rate increases could unleash a chain-reaction collapse of indebted firms and developing countries. The aggressive decoupling from Russia and the attempt to move against China are o­ngoing, and will sink all nations.

The effect o­n the developing world is murderous. Already now, according to the UN, 1.7 billion people are threatened with a hunger catastrophe, which has been exacerbated by the self-destructive sanctions against Russia and other countries. The neoliberal model has done nothing to fight poverty in the Global South, where 2 billion people have no access to clean water and the majority of developing countries have no effective health system, leaving them defenseless when exposed to the Covid pandemic and other diseases. The social systems of many countries are already collapsing. If inflation gets out of control, or if there is a sudden collapse, large parts of the world could plunge into total social chaos. Moreover, it is unacceptable to use climate and environmentalist concerns to justify de-industrialization and radical depopulation, as Malthus did in his time.

Although the governments of the Western world will not admit it, the neoliberal system today is as bankrupt as were the communist countries in the 1989-1991 period. Rather than recognizing this fact, they continue making decisions whose consequences they have not thought through, threatening the collapse of societies. Instead of rationing gas and letting prices for basic necessities soar uncontrollably, they should lift the sanctions—a brutal form of warfare against the populations of the targeted countries—and rely o­n diplomacy to solve conflicts.

We the signers therefore call for the immediate convening of an emergency international conference, which mandates:

First: The reorganization of the bankrupt world financial system and replacing it with a New Bretton Woods system. The declared goal of this new credit system must be overcoming poverty and underdevelopment in the entire world, but above all raising living standards in developing countries, making it possible for all people o­n this planet to fully develop their potential capabilities.

Second: A bankruptcy reorganization of commercial banks, putting them under creditor protection, so that they can supply the real economy with credit. Investment banks and other financial entities must manage without taxpayer money, putting their accounts in order o­n their own, and declaring bankruptcy, if necessary.

Third: The banning of derivatives trade under agreements among governments.

Fourth: The immediate implementation of a system of fixed exchange rates, which can be periodically adjusted by governments within certain limits.

Fifth: The fundamental reorganization of the debt of countries and firms and, when necessary for their continued productive existence, the cancellation of debt.

Sixth: The setting up in each country of a National Bank in the tradition of Alexander Hamilton, so that credit creation is put under the control of sovereign governments. With this, productive full employment can be achieved through investments in basic infrastructure and innovation.

Seventh: The negotiation among National Banks of long-term agreements o­n long-term, low-interest credit to allow investments in an international infrastructure program, and projects of the World Land-Bridge such as are outlined in the report “The New Silk Road Becomes the World Land-Bridge,” and as China is implementing in the Belt and Road Initiative.

Eighth: The expansion of the World Land-Bridge, which creates common economic advantages for all countries, which in turn becomes the basis for a new international security architecture, taking into account the security interests of all nations o­n this Earth. The new name for peace is development.

We, the signers of this call, are of the conviction that the system of “globalization” with its brutal vulture capitalism, has failed—economically, financially, and morally. We must make people the priority of the economy, which is not a self-service shop for billionaires and millionaires, but must serve the Common Good. The new economic order must guarantee the inalienable rights of all people o­n Earth.

Неолиберальная система - безнадежный банкрот. Но западные правительства, вместо того, чтобы вывести последствия этого факта и коренным образом перестроить систему, обострили конфронтацию со своими якобы системными конкурентами, Россией и Китаем. Это привело, в результате пятикратного расширения НАТО на восток, к возврату Карибского кризиса и к войне в центре Европы, которая потенциально может перерасти в ядерную Третью мировую войну.

Многие люди боятся новой мировой войны, и это небезосновательно. Но именно причины опасности мы должны устранить! Разве мы не наблюдаем, как больше ничто не работает? Разве цепочки поставок не рвутся повсюду? Разве цены на продукты питания и энергоносители не растут? Правительство Германии теперь хочет нормировать газ, а в Польше и Литве люди снова отапливаются дровами.

Нет, это не имеет почти никакого отношения к политике Китая «Нулевой Ковид», а лишь косвенно связано с войной на Украине. Но это во многом связано с неолиберальной моделью во всех ее аспектах. Неолиберальная идея аутсорсинга национального промышленного производства в страны с низкой заработной платой была ошибочной, поскольку она уничтожает продуктивные рабочие места в промышленно развитых странах и эксплуатирует рабочую силу в развивающихся странах. В равной степени ошибочна идея «общества акционерной стоимости», в котором краткосрочная прибыль на фондовом рынке является единственной целью, а долгосрочное повышение физической экономической производительности бессмысленно. Столь же ошибочна идея о том, что «деньги приносят деньги», как если бы деньги имели внутреннюю ценность сами по себе, или идея «точно в срок», при которой складские запасы больше не нужны, поскольку грузовики могут доставлять полуфабрикаты в кратчайшие сроки, в последнюю минуту. Но прежде всего совершенно неверно представление о том, что деньги являются синонимом общественного богатства. Эта сказка привела только к взрывному росту числа миллиардеров и миллионеров, при этом ряды бедняков тоже растут, а средний класс исчезает.

Ошеломляющий коллапс инфраструктуры в США и Европе — будь то ненадежные мосты, грузовые поезда, ожидающие дни на разъездах, абсурдное количество времени, необходимое для ремонта, нехватка квалифицированной рабочей силы или исчезновение продуктов с полок магазинов — является доказательством провала неолиберальной модели. Галопирующая инфляция, в частности, является результатом не «войны в Украине», а чрезмерного печатания денег центральными банками с 2008 года в попытке скрыть системный кризис.

Сегодня с трансатлантической финансовой системой мы сталкиваемся с тем, с чем столкнулись в Веймарской Германии в 1923 году: с гиперинфляцией, которая угрожает поглотить все сбережения населения. Попытки центральных банков бороться с инфляцией повышением процентных ставок могут вызвать цепную реакцию краха компаний-должников и развивающихся стран. Агрессивное отделение от России и попытки выступить против Китая продолжаются и потопят все народы.

Воздействие на развивающийся мир убийственно. Уже сейчас, по данным ООН, 1,7 млрд человек находится под угрозой голодной катастрофы, которая усугубляется само разрушительными санкциями против России и других стран. Неолиберальная модель ничего не сделала для борьбы с бедностью на Глобальном Юге, где 2 миллиарда человек не имеют доступа к чистой воде, а большинство развивающихся стран не имеют эффективной системы здравоохранения, что делает их беззащитными перед пандемией Covid и другими заболеваниями. Социальные системы многих стран уже рушатся. Если инфляция выйдет из-под контроля или произойдет внезапный коллапс, большие части мира могут погрузиться в полный социальный хаос. Более того, неприемлемо использовать проблемы климата и защиты окружающей среды для оправдания деиндустриализации и радикальной депопуляции, как это делал в свое время Мальтус.

Хотя правительства западного мира этого не признают, неолиберальная система сегодня так же обанкротилась, как и коммунистические страны в период 1989-1991 годов. Вместо того, чтобы признать этот факт, они продолжают принимать решения, последствия которых не продумали, угрожая крахом обществ. Вместо того, чтобы нормировать газ и допускать неконтролируемый рост цен на предметы первой необходимости, они должны отменить санкции — жестокую форму войны против населения стран-мишеней — и полагаться на дипломатию для разрешения конфликтов.

Поэтому мы, подписавшие соглашение, призываем к немедленному созыву чрезвычайной международной конференции, которая предписывает:

Первое: реорганизацию обанкротившейся мировой финансовой системы и замену ее новой Бреттон-Вудской системой. Заявленной целью этой новой кредитной системы должно быть преодоление бедности и отсталости во всем мире, но прежде всего повышение уровня жизни в развивающихся странах, позволяющее всем людям на этой планете полностью раскрыть свои потенциальные способности.

Второе: банкротную реорганизацию всех коммерческих банков, поставив их под защиту кредиторов, чтобы они могли снабжать реальную экономику кредитами. Инвестиционные банки и другие финансовые организации должны обходиться без денег налогоплательщиков, самостоятельно приводя в порядок свои счета, а при необходимости объявляя о банкротстве.

Третье: запрет торговли деривативами по соглашениям между правительствами.

Четвертое: немедленное введение системы фиксированных обменных курсов, которые могут периодически корректироваться правительствами в определенных пределах.

Пятое: коренная реорганизация долга стран и фирм и, когда это необходимо для их дальнейшего продуктивного существования, списание долга.

Шестое: учреждение в каждой стране национального банка в традициях Александра Гамильтона, чтобы создание кредита было поставлено под контроль суверенных правительств. При этом производительная полная занятость может быть достигнута за счет инвестиций в базовую инфраструктуру и инновации.

Седьмое: Переговоры между национальными банками о долгосрочных соглашениях о долгосрочных кредитах под низкие проценты, чтобы позволить инвестиции в международную инфраструктурную программу и проекты Всемирного сухопутного моста, такие как изложены в отчете «Новый шелковый путь становится всемирным наземным мостом», и как Китай реализует инициативу «Один пояс, один путь».

Восьмое: Расширение Мирового Сухопутного Моста, создающего общие экономические преимущества для всех стран, что в свою очередь становится основой новой архитектуры международной безопасности, учитывающей интересы безопасности всех народов на этой Земле. Новое название мира (peace) — развитие.

Мы, подписавшие этот призыв, убеждены, что система «глобализации» с ее жестоким стервятником-капитализмом потерпела неудачу — в экономическом, финансовом и моральном плане. Мы должны сделать людей приоритетом экономики, которая не является магазином самообслуживания для миллиардеров и миллионеров, а должна служить Общему Благу. Новый экономический порядок должен гарантировать неотъемлемые права всех людей на Земле.

Петиция и ее воплощение.

ГГСГ счастлив подписать и поддержать петицию гениальной женщины, выдающегося ученого и миротворца, президента «Института Шиллера» из Берлина и нашей Гандианской единомышленницы Хельги Зепп-Ларуш (https://peacefromharmony.org/?cat=en_c&key=1077). Эта петиция переведена на русский язык и опубликована на сайте «Мир из Гармонии Сферонов» ГГСГ с моими комментариями здесь: https://peacefromharmony.org/?cat=en_c&key=1079. Мы призываем членов и друзей ГГСГ пописать эту актуальнейшую петицию по следующим ее несомненным достоинствам.

1. Петиция Хельги требует заменить полностью обанкротившуюся, лживую, лишенную научных оснований либеральную «Бреттон-Вудскую финансовую систему» (БВФС), установленную Западом в 1944 году в качестве завуалированного грабительского инструмента обогащения его «золотого миллиарда» и обнищания остальных 7 миллиардов населения планеты.

2. 78 лет БВФС практики полностью разоблачили ее лживость, нацеленность только на интересы запада и полную ее противоречивость интересам человечества в целом и его выживания. Она стала первопричиной непрерывных войн запада против человечества, каждые два года – новая война, в итоге после ВМВ запад провел 37 агрессивных войн с общим количеством жертв около 30 млн (https://peacefromharmony.org/?cat=en_c&key=816), что равняется 5 Холокостам, каждый 15 лет – западный Холокост.

3. Сегодня БВФС стала первопричиной глобального Холокоста запада в его военном и ядерном противостоянию России, которая первая практически посмела восстать против ее диктатуры, тоталитаризма и однополярного мирового порядка.

4. Как подчеркивает петиция Хельги, без замены БВФС справедливой и научной финансовой системой в интересах устойчивого равития и процветания всех без исключения народов, глобальный мир на планете не возможен. Это доказано многими учеными, включая выдающегося русского экономиста Сергея Глазьева (https://peacefromharmony.org/?cat=ru_c&key=962).

Поэтому петиция Хельги заслуживает безусловной поддержки и подписи.

Но как любой масштабный, планетарный документ, он требует во всех его 8 позициях фундаментального научного обоснования, на которое запад не способен, потому что он заинтересован не в универсальной научной истине для всех, а лишь в собственном монетарном обогащении, которому служит только ложь, только созданная им для этого его «Геббельсовская империя лжи» (https://peacefromharmony.org/?cat=en_c&key=1055).

Поэтому сегодня единственно реалистичной формой имплементации петиции Хельги может служить не какой-либо официальный «Комитет» на любом уровне, а только неправительственный институт гражданского общества, интегрирующий честных и заинтересованных ученых всех стран, например, в рамках «Института Шиллера» Хельги. Мы, ГГСГ примем в нем самое активное участие и предложим в качестве фундаментальной социологической опоры «Новой Мировой Финансовой Системы» (НМФС), вместо отжившей БВФС, Гандианскую «Меганауку Глобального Мира Сферонов» (МГМС), созданную в ГГСГ 750 соавторами из более 50 стран за 17 лет, с 2005, истина которой верифицирована мировой статистикой (https://peacefromharmony.org/?cat=en_c&key=848). The petition and its implementation.

The GGHA is happy to sign and support the petition of a genius woman, an outstanding scientist and peacemaker, "Schiller Institute" President from Berlin and our Gandhian like-minded person Madame Helga Sepp-LaRouche (https://peacefromharmony.org/?cat=en_c&key=1077). Her petition has been translated into Russian and published o­n the GGHA website "Peace from Spherons Harmony" with my comments here: https://peacefromharmony.org/?cat=en_c&key=1079. We urge members and friends of the GGHA to sign this most urgent petition for its following undoubted merits.

1. Helga's petition calls for the replacement of the completely bankrupt, deceitful, scientifically unfounded liberal "Bretton Woods Financial System" (BWFS), installed by the West in 1944 as a veiled predatory tool to enrich its "golden billion" and impoverish the remaining 7 billion of the world's population.

2. The BWFS 78 years of practice have completely exposed its deceit, focusing o­nly o­n the interests of the West and its complete contradiction to the interests of humanity as a whole and its survival. It became the root cause of the West continuous wars against humanity, every two years - a new war, as a result, after WWII, the West conducted 37 aggressive wars with a total number of victims of about 30 million (https://peacefromharmony.org/?cat=en_c&key=816), which equals 5 Holocausts, every 15 years - a Western Holocaust.

3. Today, the BWFS has become the root cause of the West global Holocaust in its military and nuclear confrontation with Russia, which was the first to practically dare to rebel against its dictatorship, totalitarianism and unipolar world order in all spheres.

4. As Helga's petition emphasizes, without replacing the BWFS with a fair and scientific financial system in the interests of sustainable development and prosperity of all peoples without exception, global peace o­n the planet is not possible. This has been proven by many scientists, including the prominent Russian economist Sergei Glazyev (https://peacefromharmony.org/?cat=ru_c&key=962).

Therefore, Helga's petition deserves unconditional support and signature.

But like any large-scale, planetary document, it requires in all its 8 positions a fundamental scientific justification, to which the West is not capable because it is not interested in universal scientific truth for everyone, but o­nly in its own monetary enrichment, which is served o­nly by lies, o­nly its “Goebbels empire of lies” created by it for this (https://peacefromharmony.org/?cat=en_c&key=1055).

Therefore, today the o­nly realistic form of Helga's petition implementation can be not any official "Committee" at any level, but o­nly a non-governmental civil society institution that integrates honest and interested scientists from all countries, for example, within the framework of Helga's Schiller Institute. We, the GGHA, will take the most active part in it and propose, as a fundamental sociological pillar of the "New World Financial System" (NWFS), instead of the obsolete BVFS, the Gandhian "Spherons Global Peace MegaScience" (SGPM). It was created in the GGHA by 750 co-authors from more than 50 countries for 17 years, since 2005, the truth of which has been verified by world statistics (https://peacefromharmony.org/?cat=en_c&key=848). In this regard, by supporting and signing the petition, we must do a lot of solidary scientific work to find and verify the cognitive, paradigmatic basis for the NWFS, which is far from a trivial task.
