Hon'ble Prime Minister of India, Shri Modi Ji

With Reverential Pranaams,

Subject: Two "Perpetual Peace" peacebuilding institutions for India's global leadership and the implementation of its Viksit Bharat mission. The proposal, which I have published at your kind invitation here: (https://www.pmindia.gov.in/en/interact-with-honble-pm/)

Your great message shared on the commemoration of Samvidhan Diwas on November 26, 2025 to mark adoption of the Indian Constitution in 1949, indeed opens a new leaf in the Indian history annals. As part of Viksit Bharat mission, this message unfolds beautifully and motivates the citizens to have a great good vision as part of their duty and responsibility to work for peace, progress and prosperity of India with a universal impact.

On behalf ofthe international Gandhian Global Harmony Association” (GGHA), as the Vice-President of its Indian Chapter, I sincerely declare that this organization stands in the forefront in promoting Universal Perpetual Peace through various peace initiatives. As a volunteer peacemaking academy with 700 coauthors from 50 countries, the GGHA has been relentlessly pursuing Peace for the past two-decades, on the base of "Vasudhaiva Kutumbakam" (One humanity – one family in harmony)concept. It humbly proposes for your consideration two fundamental peacemaking initiatives that are crucial to India's global leadership and the realization of its great dream of "Viksit Bharat." Their scientific justification and verification are revealed in the GGHA’s "Perpetual Peace Science..." Primer (https://peacefromharmony.org/?cat=en_c&key=1264).

1. The first initiative is the creation of the world's first in India a strategic "Department of Perpetual Peace" (DPP) of disarmament experts with the participation of public diplomats to plan a "Positive Strategic Vision" for the perpetual peace future by this century end, for 75 years. India is perhaps the only country in the G20 and BRICS that has raised the planning horizon to 25 years in Viksit Bharat. In the DPP, it can triple it, to 2100, a 75-year horizon. Within a few years, the DPP must propose to the global community a scientific plan for general and complete disarmament within the framework of perpetual planetary peace as a just and equitable guarantor of complete, 100% security for every nation on Earth. This plan must prioritize the disarmament of countries with the most aggressive, Nazi, and terrorist regimes, like Ukraine to ensure "Perpetual Peace of Russia and Ukraine" (https://peacefromharmony.org/?cat=en_c&key=1294) instead of a temporary military truce with preparations for a new war and an endless arms race. The idea of their perpetual peace could fundamentally complement Trump's "Peace Plan" for Ukraine, which India could propose at the UN, G20, and BRICS, thereby raising to the highest level of our country's global prestige as the perpetual peace initiator for “one family of humanity.”

2. Establishment in India of the first innovative and independent "Perpetual Peace Academy" (PPA), which will serve as the DPP scientific "thinking tank". The PPA will ensure accelerated economic growthalong with the investment and business growth in our country. Within the framework of the PPA, India can launch the best innovative “Spheral AI Startup” of planetary scale (https://peacefromharmony.org/?cat=en_c&key=1281), which will provide India with global technological leadership and a deep ecosystem for its Viksit Bharat Vision.

These two strategic institutions are creating unique advantages and prospects for new opportunities of the India’s domestic and international sustainable development. You could bless the second, expanded edition of the said book in New York and then in India with your immortal Acknowledgement in the spirit of the great peacemaking traditions of our country.

Conveying my deep respects

Respected and Dear Prime Minister Narendra Modi ji,

Sadar Namaste,

Thank you very much for sharing your Letter on Samvidhan Diwas.

You delight and inspire us with your inspired dream of the developed India, your grand vision of Viksit Bharat, which you beautifully, simply, and clearly articulated in your message to the citizens of India on Samvidhan Diwas on November 26, emphasizing our duty and responsibility for India's development.

You have sparked our ideas and thoughts in this regard, and in accordance with your kind invitation on your website, "Share your ideas, insights, and thoughts. Write to PM Modi": (https://www.pmindia.gov.in/en/interact-with-honble-pm/). We are happy to send you the address on Amazon (https://www.amazon.com/Perpetual-Peace-Science-Superiority-Thinking/dp/B0FXCZ7J2K) and on the website of the "Perpetual Peace Science..." Primer (https://peacefromharmony.org/?cat=en_c&key=1264), created over 20 years by the international peacebuilding organization "Gandhian Global Harmony Association" (GGHA) with our participation, with its registered branch in India. We are ready to send this book in PDF format free, if necessary.

We would like to point out that the "Perpetual Peace Science..." (PPS) is built on the integration of global peacemaking achievements throughout human history, centered on the ancient Indian wisdom: "One humanity – one family in harmony" (Vasudhaiva Kutumbakam), along with the Golden Rule of religions. It emphasizes that the family and humanity are as perpetual as the peace between its members, is perpetual that constitutes their eternal support and in which all wars between its members are the destruction and death of every family.

We will not recount the contents of this short book; we will only highlight the key points of its fundamental significance for India, for realizing its great dream of Viksit Bharat through its global leadership in planetary, Spheral AI (SAI).

The most practical for implementing India's long-term Viksit Bharat project are two fundamental organizational projects from the PPS Primer (https://peacefromharmony.org/?cat=en_c&key=1304), proposed by our colleague and the Primer coauthor from the USA to President Donald Trump:

         1. The creation in India of a strategic "Department of Perpetual Peace" (DPP) of disarmament experts with the participation of public diplomats to plan the joint implementation of the "Strategic Vision" for perpetual peace by the end of this century. India is perhaps the only country in the G20 and BRICS that has raised the planning horizon to 25 years in Viksit Bharat. In the DPP, it can triple it, to 2100, a 75-year horizon, proposing that the global community plan for general and complete disarmament by that date for perpetual peace as a fundamental, just, and equal guarantor of complete, 100% security for every nation on Earth. Disarmament begins with countries with the most aggressive, Nazi, and terrorist regimes, like Ukraine, to ensure "Perpetual Peace of Russia and Ukraine" (https://peacefromharmony.org/?cat=en_c&key=1294) instead of a temporary military truce with preparations for a new war and an endless arms race. The idea of their perpetual peace could fundamentally complement Trump's "Peace Plan" for Ukraine, which India could propose at the UN, G20, and BRICS, thereby enhancing our country's peace prestige.

         2. Establishment in India of the first innovative and independent "Perpetual Peace Academy" (PPA), which will serve as the "thinking tank" for the DPP. The PPA will ensure accelerated economic growth, investment, and business in the country. Within the framework of the PPA, India can launch the Spheral AI Startup (https://peacefromharmony.org/?cat=en_c&key=1281), which will provide India with global technological leadership and a deep ecosystem for its Viksit Bharat Visison.

These two strategic institutions are creating other advantages and prospects for new opportunities of the India’s domestic and international development.

With deep respect.

Dear fellow citizens,

Namaste!

26th November is a day of immense pride for every Indian. It was on this very day in 1949 that the Constituent Assembly adopted the Constitution of India, a sacred document that has continued to guide the nation’s progress with clarity and conviction. That is why, nearly a decade ago, in 2015, the NDA government decided to mark 26th November as Constitution Day.

It is the power of our Constitution that enabled a person like me, coming from a humble and economically disadvantaged family, to serve as the Head of the Government continuously for over 24 years. I still remember the moments in 2014, when I came to Parliament for the first time and bowed, touching the steps of the greatest temple of democracy. Again, in 2019, after the election results, when I entered the Central Hall of Samvidhan Sadan, I bowed and placed the Constitution on my forehead as a mark of reverence. This Constitution has given several others, like me, the power to dream and the strength to work towards it.

on Constitution Day, we remember all the inspiring members of the Constituent Assembly, which was presided over by Dr. Rajendra Prasad, who contributed to the making of the Constitution. We recall the efforts of Dr. Babasaheb Ambedkar, who chaired the Drafting Committee with remarkable foresight. Several distinguished women members of the Constituent Assembly enriched the Constitution with their thoughtful interventions and visionary perspectives.

My mind goes back to the year 2010. This was when the Constitution of India completed 60 years. Sadly, the occasion did not receive the attention it deserved at a national level. But, to express our collective gratitude and commitment to the Constitution, we organised a ‘Samvidhan Gaurav Yatra’ in Gujarat. Our Constitution was placed on an elephant and I, along with several other people from different walks of life, had the honour of being part of the procession.

When the Constitution completed 75 years, we decided that this would be an extraordinary milestone for the people of India. We had the privilege of organising a special session of Parliament and launching nationwide programmes to commemorate this historic occasion. These programmes witnessed record public participation.

This year’s Constitution Day is special for many reasons.

It marks the 150th birth anniversary of two extraordinary personalities, Sardar Vallabhbhai Patel and Bhagwan Birsa Munda. Both of them made monumental contributions to our nation. Sardar Patel’s visionary leadership ensured the political unification of India. It was his inspiration and courage of conviction that guided our steps to act against Article 370 and 35(A). The Constitution of India is now fully in force in Jammu & Kashmir, ensuring all constitutional rights for the people, especially the women and marginalised communities. The life of Bhagwan Birsa Munda continues to inspire India’s resolve to ensure justice, dignity and empowerment for our tribal communities.

This year, we also celebrate the 150th anniversary of Vande Mataram, whose words resonate with the collective resolve of Indians through the ages. At the same time, we commemorate the 350th martyrdom anniversary of Sri Guru Teg Bahadur Ji, whose life and sacrifice continue to illuminate us with courage, compassion and strength.

All these personalities and milestones remind us of the primacy of our duties, something the Constitution also emphasises through a dedicated chapter on Fundamental Duties in Article 51A. These duties guide us on how to collectively achieve social and economic progress. Mahatma Gandhi always emphasised the duties of a citizen. He believed that a duty well performed creates a corresponding right and that real rights are a result of the performance of duty.

25 years have already passed since this century began. In just over two decades from now, we will mark 100 years since freedom from colonial rule. In 2049, it will be a hundred years since the Constitution was adopted. The policies we frame, the decisions we take today and our collective actions will shape the lives of generations to come.

Inspired by this, as we move forward to realise the dream of a Viksit Bharat, we must always place our duties towards our nation foremost in our minds.

Our country has given us so much and this brings out a deep sense of gratitude from within. And, when we live with this feeling, fulfilling our duties becomes integral to our nature. To carry out our duties, it becomes imperative to put in our full capability and dedication in every task. Every action of ours should strengthen the Constitution and further national goals and interests. It is afterall our responsibility to fulfil the dreams envisioned by the framers of our Constitution. When we work with this sense of duty, our nation’s social and economic progress will multiply manifold.

Our Constitution has given us the right to vote. As citizens, it is our duty to never miss the opportunity to vote in national, state and local elections where we are registered. In order to inspire others, we can think of organising special ceremonies every 26th November in schools and colleges to celebrate those youngsters who are turning 18. This way our first-time voters will feel that in addition to being students, they are also active participants in the process of nation-building.

When we inspire our youth with a sense of responsibility and pride, they will remain committed to the values of democracy throughout their lives. This sense of commitment is the foundation of a strong nation.

Let us, on this Constitution Day, reaffirm our pledge to fulfil our duties as citizens of this great nation. In doing so, we can all contribute meaningfully to the building of a Viksit Bharat that is developed and empowered.

         Yours,

Narendra Modi

Dear Asha,

We are happy to congratulate you on your great peacemaking initiative, your letter to PM Narendra Modi, proposing the value of "Perpetual Peace," embodied in its two key organizational institutions: the Department and the independent scientific Academy of it!

These are the most important institutions for "Developed India" (Viksit Bharat), the vision of which your peace-loving leader, PM Modi, proclaimed for 25 years ahead on the 100th anniversary of the Indian Constitution, and whose independence was first achieved by nonviolent means, i.e., by perpetual peace, by Mahatma Gandhi.

We congratulate you on this great innovative contribution to advancing the planetary value of perpetual peace!
