MANIFESTO THE ERA OF ENLIGHTENMENT FOR PLANETARY PERPETUAL PEACE Beginning September 21, 2026 Discussion Draft of Zen Benefiel Russian edition and background: https://peacefromharmony.org/?cat=ru_c&key=1195 Publication: In English: https://peacefromharmony.org/?cat=en_c&key=1344 In Russian: https://peacefromharmony.org/?cat=ru_c&key=1196 We, the 24 coauthors of the PERPETUAL Peace Science, peacemakers and planetary citizens from ten countries, greet all people of goodwill on the International Day of Peace, September 21, 2026. We offer this Manifesto and the updated PERPETUAL Peace Science Primer as an invitation to examine how humanity might move beyond nuclear insecurity, fragmentation, and recurring conflict toward an enduring culture of planetary peace. Our invitation is offered with hope, urgency, and profound concern. Humanity possesses extraordinary knowledge, creativity, and technological power. Yet we remain enclosed within fragmented systems capable of producing conflict, ecological disruption, and mutual nuclear destruction. Since 1945, nuclear civilization has lived beneath the doctrine of Mutually Assured Destruction, or MAD: a condition in which opposing nuclear powers retain enough weapons to destroy one another, with consequences extending far beyond national borders. The machinery may appear distant from daily life, but it remains active, its arsenals persist, and the effects of miscalculation could be irreversible. Background reference: https://peacefromharmony.org/?cat=ru_c&key=1194 More than five centuries ago, in 1517, Erasmus gave voice to peace itself in The Complaint of Peace, describing it as banished and defeated everywhere. His lament remains painfully relevant. Peace is honored as an ideal, yet the institutions, resources, and sustained scientific attention devoted to creating it remain small compared with those devoted to rivalry, armament, and deterrence. Can humanity transform peace from an aspiration into a scientifically informed, consciously created, and enduring planetary condition? We believe that it can, but only if humanity learns to understand itself as an interconnected whole and develops the knowledge, relationships, institutions, and shared responsibility needed to sustain peace. From the Complaint of Peace to a Science of PeaceDedicated peacebuilders, scholars, educators, organizations, and citizens are already working to change humanity's course. Their contributions are invaluable. Nevertheless, many of these efforts remain separated by national boundaries, academic disciplines, ideologies, organizational structures, and limited resources. The challenge is not a lack of goodwill. It is a lack of sufficient coordination, shared understanding, and systemic coherence. By coherence, we mean the degree to which values, knowledge, institutions, decisions, and actions support rather than contradict one another. The next evolution of peacebuilding must connect diverse efforts without erasing their differences. It must welcome evidence, criticism, cultural wisdom, alternative models, and continued learning. Peace cannot be sustained by declarations alone, nor by diplomacy, deterrence, economics, spirituality, education, or technology acting separately. It requires a clearer understanding of how the whole human system functions. The Contribution of the Gandhian Global Harmony AssociationThe Gandhian Global Harmony Association, or GGHA, traces its origins to work begun in Russia in 1975 and entered the arena of global civil society in 2005. Through international cooperation, GGHA has sought to bring scientific, philosophical, social, and peacebuilding perspectives into a shared body of inquiry called the PERPETUAL Peace Science, abbreviated PPS. The PERPETUAL Peace Science an emerging transdisciplinary framework. Transdisciplinary means that it reaches across and connects multiple fields rather than treating political, economic, cultural, technological, and human questions in isolation. At its foundation is Tetraspheral thinking. Teraspheral means viewing society through four universal and interdependent spheres: people, information, organization, and material resources. The central proposition is that lasting peace depends upon coherence among these spheres. Human needs, knowledge, institutions, and material systems must increasingly reinforce human survival, dignity, justice, cooperation, and responsibility for future generations. This represents what Einstein described as the need for a 'substantially new manner of thinking' when humanity confronts problems that cannot be solved through the same fragmented assumptions that produced them. Within SEP, the structure of the four spheres is treated as invariant - consistently present across societies - while their cultural, historical, and institutional expressions remain diverse and open to study. Over 21 years, GGHA contributors have worked to synthesize scientific and peacebuilding achievements into this framework. The second-edition Primer presents its concepts, history, evidence, and proposed applications. We offer this work not as a final or unquestionable doctrine, but as a serious framework for examination, verification, criticism, correction, and further development. SAI SPHERUM as a Proposed InstrumentThe Primer also introduces SAI-SPHERUM, the name given to a proposed instrument for knowledge integration, education, research, and collaborative peacebuilding. Its purpose is to help participants examine relationships among the four societal spheres, connect information that is usually separated by discipline or institution, and support more coherent understanding and action. SII-SPHERUM should be evaluated by the same standards expected of any serious knowledge system: clarity of method, transparency of assumptions, quality of evidence, openness to testing, protection against misuse, and demonstrated value in practice. Why a New Era of Enlightenment Is NeededThe scale of this undertaking requires more than a declaration, an organization, or a single generation. It calls for an Era of Enlightenment for Planetary PERPETUAL Peace: an extended period of inquiry, education, dialogue, experimentation, and coordinated action reaching toward the end of this century. Such an era would expand humanity's imagination beyond the assumption that recurring war and nuclear deterrence are permanent conditions. It would encourage us to study peace with the seriousness, investment, and international cooperation historically devoted to warfare. It would connect scientists, educators, diplomats, peacebuilders, spiritual and community leaders, Indigenous cultures, young people, policymakers, technologists, organizational leaders, and planetary citizens. Shakespeare's image of the 'old mole' working beneath the visible surface can serve here as a metaphor for the often-unseen labor of peacebuilders. Their work need not remain isolated. Connected through shared inquiry and mutual respect, these efforts can become a living foundation for historical change. No country, organization, ideology, discipline, or framework can accomplish this alone. Participation does not require agreement with every conclusion presented by GGHA or its collaborators. Genuine scientific and civic inquiry depends upon the freedom to question assumptions, examine evidence, identify weaknesses, propose alternatives, and improve what has been offered. An Invitation to Planetary DialogueWe call upon all people of goodwill who cherish the lives of children and future generations to participate in this inquiry. We welcome responses ranging from rigorous criticism to ambitious alternatives, provided they contribute thoughtfully and constructively to the search for sustainable peace. We especially welcome: ·Scientific and scholarly assessments of the SEP framework and its evidence ·Constructive criticism of its concepts, assumptions, terminology, and proposed methods ·Alternative or complementary theories of peace and human cooperation ·Relevant historical experience, cultural wisdom, and educational perspectives ·Proposals for research, dialogue, technology, policy, or practical collaboration ·Participation in future panels, working groups, translations, and publications Planetary Citizens and GGHAPlanetary Citizens and GGHA are independent organizations connected by a shared commitment to global cooperation, human survival, and lasting peace. GGHA contributes the developing scientific and philosophical framework of the PERPETUAL Peace Science. Planetary Citizens helps bring these ideas into wider public dialogue by connecting peacebuilders, scholars, organizations, and people of goodwill across cultures and disciplines. This relationship does not require acceptance of every idea presented. It creates a space in which evidence, questions, criticism, and complementary perspectives can contribute to humanity's movement from fragmentation and nuclear insecurity toward greater coherence, cooperation, and planetary peace. How to Participate·Read and evaluate this Manifesto and the PERPETUAL Peace Science Primer ·Submit a response, critique, research contribution, or alternative proposal ·Join a future dialogue, panel, working group, or collaborative initiative ·Introduce an organization, researcher, or community whose work complements this effort ·Help translate, distribute, discuss, or evaluate these materials Responses may be submitted through Planetary Citizens at https://planetarycitizens.net/connect or sent to GGHA at spherons.leo@gmail.com. Our Shared ResponsibilityHumanity does not lack intelligence, resources, or creative potential. What we lack is sufficient coherence among our knowledge, values, institutions, decisions, and actions. The machinery of nuclear destruction was created through human thought, resources, organization, and sustained effort. The conditions for lasting peace must be created with equal seriousness, discipline, imagination, and cooperation. We do not present this work as the final word on peace. We offer it as an invitation to a necessary planetary inquiry. What must humanity understand - and what must we do differently - to move beyond nuclear insecurity and create an enduring culture of peace? The answer will not come from one voice. It must emerge through many voices learning to listen, think, deliberate, and act together. With respect and hope for your participation in this urgently needed Era of Enlightenment for Planetary PERPETUAL Peace, The 24 coauthors of the PERPETUAL Peace Science Zen Benefiel, USA https://peacefromharmony.org/?cat=en_c&key=1277 September 21, 2026 ----------------------------
