The United National Antiwar Coalition (UNAC). NO TO NATO

Ukraine: U.S. Out Now!

Remains Our Anti-Imperialist Antiwar Credo

https://nepajac.org/jeffsarticle.html

Statement by the UNAC Administrative Committee

[Editor's note: The statement below was drafted by UNAC Administrative Committee member, Jeff Mackler and approved following discussion and amendment by the March 17, 2022 meeting of UNAC Administrative Committee.]

U.S. Out Now! Hands Off! Self-determination for the World’s Poor and Oppressed! and $Billions for Human Needs Not War! have sufficed to define UNAC’s ten years as the nation’s leading antiwar coalition.

United National Antiwar Coalition Statement on Ukraine

3/19/22

The United National Antiwar Coalition (UNAC) remains steadfast in its opposition to the United States/NATO imperialist project. The people of Ukraine are now suffering in a war zone because of the actions of the United States, beginning with the 2014 coup which violently ousted an elected president. The goal then as now was to use Ukraine as a weapon to target Russia militarily. We point out that the current conflict is not the first for Ukraine. More than 14,000 people living in the eastern Donbas region have died in an eight-year long war because they refused to accept the coup government imposed by the U.S.

There have been many opportunities to peacefully resolve this conflict. The US could have announced that Ukraine would not be admitted into NATO, but it would not. The Minsk II Agreement signed in 2015 by Ukraine, Russia, Germany and France was unanimously approved by the United Nations Security Council. Minsk II called for the end of hostilities between Ukraine and the Donetsk and Luhansk People’s Republics in Donbas. Ukraine was required to engage in negotiations and provide constitutional recognition for this region. But far right forces prevented implementation and three American presidents saw an advantage in not implementing the agreement.

The result was a continuation of bloodshed and the strengthening of right wing and neo-Nazi forces. Ukraine is now a haven for white supremacist groups and has invited mercenaries from across Europe, the United States, and other nations. This use of the right wing is by design and is yet another means of maintaining a dangerous status quo. It is both naive and dangerous to deny the existence of these far-right forces and to ignore the hold they have on Ukrainian politics. They will not only unleash violence in Ukraine, but they will inevitably bring racist violence back to their home countries.

The Biden administration sends weapons and prolongs the conflict. The U.S. further enriches the military industrial complex with its actions with money that should be used for the good of the people. The promised Build Back Better bill is in limbo and the monies promised for renewing the Child Tax Credit and providing covid relief instead are used to stoke the conflict in Ukraine.

UNAC calls on the antiwar community to join in opposing NATO plans to expand further eastward. Not only should NATO cease integrating new members, but it should be dismantled altogether. It is not the defensive force that it claims to be and has wrought destruction from Ukraine to Libya to Afghanistan. NATO is the expression of U.S. global dominance and can only do great harm around the world.

Congress and the Biden administration approved $15 billion to fund militarism in Ukraine in the same week that providers of free covid testing, vaccination, and treatment for the uninsured were informed their services would no longer be reimbursed. The military industrial complex gets billions of dollars while the people’s needs go unmet. The uninsured and unhoused go without help while the neo-Nazi Azov Battalion gets money with the blessings of Congress.

The calls for a so-called “no-fly zone” would in fact create an air war that would heighten the risk of nuclear conflict. Sanctions are war by other means and should be universally condemned by all in the antiwar movement.

The displacement of millions of people in Ukraine is a repeat of what the US and NATO have wrought elsewhere. UNAC appeals to antiwar forces in this country to join in making consistent demands for peace in Ukraine, an end to the NATO imperialist structure, and a system which meets public needs and not those of defense contractors.

We demand:

US/NATO hands off Ukraine: No weapons, No military “advisors,” No mercenaries.

Humanitarian aid to Ukraine and resettlement of all refugees and displaced persons

Keep Ukraine out of NATO and Stop NATO expansion.

Expulsion of all foreign white supremacist and neo-Nazi forces from Ukraine

Reparations to civilians in Ukraine and the Donbas independent regions

Dismantle NATO and establish a military neutral zone from Western Russia through Ukraine and the Baltic states

U.S. government renounce doctrine of Full Spectrum Dominance

https://nepajac.org/jeffsarticle.html

UNAC Statement on Ukraine and Russia

4/21/21

https://nepajac.org/ukrainestatement.htm

The United States, NATO and the Ukrainian government are escalating their provocation of Russia, risking war with a nuclear power. It is urgent that the anti-war movement oppose this.

In recent days, Russia has recalled its ambassador to the US after Biden broke with diplomatic protocol and called Putin a “killer.”This from the leader of the US that has forces in 172 countries around the world and has killed millions in recent years through its military adventures.

In 2020, the US provocatively moved Navy ships into the Black Sea 7 times. The Black Sea is an inland sea with shores on both Ukraine and Russia.Britain, the US’s junior imperial partner has now announced that it will send Navy ships into the Black Sea in May.

The US has pulled out of the Intermediate-Range Nuclear Forces Treaty with Russia (which required parties to eliminate nuclear and conventional ground-launched ballistic and cruise missiles) and is using this dangerous situation to further its anti-Russian campaign. It has been sending weapons to Ukraine, and hundreds of millions of dollars to fund the Ukrainian military. In March, a group of senators from both parties called for an increase of $300 million to the Ukrainian military and other top military officials have called for providing Ukraine with jet fighters, smart munitions, and cruise missiles.

Fighting has been escalating in the Donbass region of Ukraine as the Kiev government has moved forces into the area and started shelling.Donbass is an area the includes the Donetsk and Luhansk People’s Republics, which are autonomous governments that rejected the 2014 US engineered coup that overthrew the elected government of Ukraine and installed a pro-western government that includes extreme right-wing, neo-Nazi parties and organizations.

Recently, Ukraine and NATO announced joint military exercises and the Ukrainian president Zelensky has called upon NATO to admit Ukraine into the alliance.NATO forces and bases have been surrounding Russia in past years and NATO has conducted military exercises on Russian borders.

Ukraine has a longer border with Russia than any other European country and is seen by the US and NATO as an import factor in their military encirclement of the country.Last month the Ukrainian government proclaimed a military strategy aimed at Russia and to reclaim the autonomous regions in Donbass and to “recover Crimea.”Crimea has historically been part of Russia. It became part of Ukraine in 1954 when both Russia and Ukraine were part of the Soviet Union. The people of Crimea also rejected the US supported right-wing coup in 2014 and voted overwhelmingly to return to Russia.

In response to the aggressive moves on the part of the Ukrainian government along with the US and NATO, Russia has been amassing forces along its border with Ukraine.Russian troops are on Russian soil, yet US and NATO claim this is Russian “aggression”.

These dangerous provocations must be opposed by the antiwar movement.

UNAC demand:

Hands off Donbass!

Hands off Crimea!

Hands off Russia!

No military aid to Ukraine!

Keep Ukraine out of NATO!

Below are 2 reports from UNAC members who went to Ukraine in 2019 to express solidarity with a memorial of people killed by right-wing forces in Odessa for opposing the coup.

Defend Our Rights! Into the Streets! Shut it Down!

Many organizations, some affiliated with UNAC, have called for people to be out in the streets in the days following the election.  For example, see the call from the National Alliance Against Racist and Political Repression here, the call from Workers Assembly Against Racism here or the call from the Black is Back Coalition here.  Some Labor organizations have called for a general strike if there is an attempt to abridge the people’s democratic rights on election day.  Many communities across the country have called for actions following election day. Below is a statement initiated by UNAC

Defend Our Rights! Into the Streets! Shut it Down!

We, the undersigned social justice activists, peace and justice organizations, defenders of fundamental democratic rights, defenders of Black Lives, of Migrant workers, defenders of healthcare for all and in opposition to endless war, recognize that no matter who is elected president on November 3, the attack on our democratic and human rights will continue. However, we reject President Trump’s threats to ignore the Nov. 3 election results and declare himself president.[read more]

A Manifesto for our times… The Challenge to abolish SYSTEMIC RACISM

October 2, 2020UNAC EditorRacism

Statement from Socialist Action

Massive opposition to SYSTEMIC RACISM… a racism and the inseparable generalized social inequality that permeate every institution in U.S. society, are the only serious explanations for the magnificent, unprecedented, defiant daily multi-racial mass mobilizations in 2000+ U.S. cities and towns. In the face of the deadly COVID-19 pandemic and police repression courageous millions have taken to the streets. The resounding declarations of Black Lives Matter! and No Justice, No Peace! have reverberated across the world. An unprecedented 84 percent of the U.S. population, according to CNN polls, agree with the anti-racist demonstrators.

It is this SYSTEMIC RACISM, not just the police murders of George Floyd, Ahmaud Arbery, Breonna Taylor and Rayshard Brooks, that has infuriated the vast majority. That daily racist police murders of unarmed Blacks has been the norm for decades is no longer denied with impunity. Minneapolis is but one example: Twenty percent of the population of 430,000 is Black. But when the police employ violence — with kicks, chokeholds, punches, shoves, takedowns, Mace and Tasers — nearly 60 percent of their victims are Black – seven times the rate of whites. Sixty-three percent of those recently killed by Minneapolis police – 19 people – were Black; 17 percent – or 5 people – were white.

INGRAINED RACISM: And a century and a half before these murders, during the post-Civil War Reconstruction Era, 1865 to 1876, 2,000 racist lynchings of Black men, women and children were recorded, that is, after the Emancipation Proclamation. And another 4,400 lynchings between 1877 and 1950. And countless more since. And two more in Los Angeles last week. And four looped lynch ropes ominously tied to trees in an Oakland, CA park just days ago!

SYSTEMIC RACISM: That is, the school-to-prison scenario, where ever-segregated, underfunded schools in the communities of the poor “graduate” near majorities of functionally illiterate students channeled into the ever-privatized-for profit mass incarceration prison-industrial-complex to work at Fortune 500 corporations at slave wages rates averaging 50 cents per hour. Half of the incarcerated are people of color. The nation that ranks first in the number of billionaires ranks first in the number and percentage of its population in jail.

SYSTEMIC RACISM: When COVID-19 deaths of Blacks, Latinx and Native Americans are nearly triple the rate of whites and quality health care, if any health care, is absent for the great majority.

SYSTEMIC RACISM in the poverty wage, part time, “gig” economy, “flexible” workforce largely of the poorest “essential workers” forced back to work in deadly unsafe/unprotected conditions to boost the profits of corporate America. The common racist wage differential applies more than ever today; “The darker the skin color, the lower the wage rates.” And triply so for the lowest rungs of the scale largely occupied by poor, Black women.

SYSTEMIC RACISM AND CLASS EXPLOITATION when $trillions in the recent CARE corporate bailout legislation were gifted to behemoth corporations – with a handful of billionaires getting $457 billion – while a one-time pittance is allocated, if at all, to exploited and oppressed working people.

SYSTEMIC RACISM when 43 percent of the military’s soldiers are Black, Brown and Native American people – victims of the economic draft – and trained to police the world at a cost one $trillion annually while our cities decay, our environment destroyed, our waters polluted, our schools fail, our health care disappears, our jobs deemed obsolete, our wages cut, our children go hungry and our hopes for a better future increasingly dashed.

Today, with undaunted millions in the streets, frightened figures in power have conceded more in days than in multiple decades, indeed centuries. Statues honoring the secessionist slaveocracy have been removed at the hands of the people and even by decree of local and state governments and in the nation’s capital. Their portraits have been ordered disappeared from the halls of Congress. Promises of “police reform” have been instantly announced in cities across the country. Generations of racist brutality and discrimination are pledged to be remedied with the passage of a piece of paper. Buildings honoring racist Klan member U.S. senators and their ilk have been instantly renamed. A handful of police chiefs have resigned. A few racist cops have been charged with murder and may be convicted in contrast to yesterday where such charges, not to mention convictions were the rarest of exceptions.

Spectacle of U.S. troops taking the knee

Even the nation’s leading generals, who oversee U.S. imperial wars of intervention around the world, counseled caution with regard to sending active duty troops, 43 percent of whom are people color, to quell the massive anti-racist protests. “The right of the people peaceably to assemble,” they asserted, rather than be subjected to threats of martial law, at least for now, had to be respected. At least for now! No doubt the rebellious spectacle of U.S. troops taking the knee or otherwise fraternizing with rather than repressing their sisters and brothers was a risk to be avoided. And Juneteenth, June 19, when federal troops arrived in Texas in 1865 to announce the end of slavery, is to be declared a national holiday. That is supposed to fix everything.

Where do we go from here?

We begin with the proposition that the term police reform is an oxymoron. Derek Chauvin’s knee has been on our necks for four centuries. His police ancestors were the slave patrols of yesteryear formed to track down escaped slaves. They were the post Civil War police who arrested en masse Black Code designated “vagrants” turned into instant prisoners transferred to plantation chain gangs to work free for former slave owners; they were the racist Bull Connor heads of Birmingham’s Public Safety Commission hired to enforce the state’s “separate but equal” Jim Crow laws; they were and remain the scab-herding cops employed to break union strikes and club civil rights demonstrators. They are all part of the system’s inherent function to maintain the social order of the few against the vast majority.

Abolitionist Frederick Douglass said it well,

“Power cedes nothing without a demand. It never did and never will.”

Malcolm X, a century later came to the same conclusion,

“Power never takes a back step – only in the face of more power.”

Malcolm added:

“I believe that there will be a clash between those who want freedom, justice and equality for everyone and those who want to continue the systems of exploitation.”

Dr. Martin Luther King Jr. too:

“Since we know that the system will not change the rules, we are going to have to change the system.”

The instant largely cosmetic concessions won to date in a matter of days and weeks affirm what Frederick Douglas, Malcolm X and Dr. King learned from bitter struggle – with regard to Malcolm X and Dr. King at the cost of their lives taken with the full knowledge, if not complicity, of the government’s spies.

SYSTEMIC RACISM in U.S. society will be fundamentally altered only with profound changes in relations of power between those who hold and abuse it, and their victims – between the one percent who own nearly half the wealth of the nation and the vast majority who live pay check to paycheck, and the Black, Latinx and Native Americans who are compelled to live on even less.

Democratic Community Control: The Right of Self-determination

The right of Black, Brown and Native American people to democratically control and govern their own lives and communities will emerge today with the formation of new, united and independent organizations dedicated to the freedom struggle in all its manifestations. The struggle to disarm, defund, and disband the racist institutions of police power can only be envisioned in this context – in a political, social and economic framework where the $billions spent on the institutions of racist police repression can be deployed to defend and safeguard our interests not theirs – where the $trillions spent on bailing out the corporate elite, and the $trillions more transferred to them in “tax reform” bills will be spent on re-building the nation’s poor neighborhoods, inner cities, and tribal lands.

The movement we aspire to bring forth in alliance with all exploited working people will fight for:

* Free quality health care and education for all from the cradle to the grave, including generalized virus testing and PPE now!

* An end to all evictions and foreclosures during this COVID-19 pandemic and depression era! Limitations on rent to no more than 20 percent of household income!

* $Billions for human needs not endless wars of imperial intervention and murder. No to sanction wars, drone wars, Secret Operation wars, death squad assassination wars and privatized army wars!

* An end to racist deportations. Tear down the walls! Full amnesty and equal rights for all! No human being is illegal!

* An end to the violence and discrimination against women and LGBTQI+ people!

* Save the earth! Stop the impending fossil fuel-induced climate catastrophe. Nationalize the entire fossil fuel corporate monopolies for a rapid transition to a safe, ecologically sustainable energy system. Jobs for all at a living wage for all replaced workers during the transition! No to environmental racism and to toxic waste dumping!

UNITY! UNITY! UNITY!

The example of the most poor and oppressed uniting to advance their freedom struggle has already inspired working people of all races and creeds to join in wholeheartedly. The courageous spectacle of unprecedented numbers of inspired white youth standing firm and side by side with their Black, Latinx and Native American sisters and brothers, in defiance of curfews, police clubs and exploding noxious gas grenades, portends wondrous victories to be won now and in the immediate future. The construction of ever-broadening united coalitions and movements to advance humanity’s best aspirations for a new world where SYSTEMIC RACISM and SYSTEMIC INEQUALITY and SYSTEMIC SEXISM and MISOGENY are truly relegated to history’s distant and dark past is within our reach. What was impossible, unimaginable, unexpected, unthinkable yesterday is on the order of the day today.

“NATO-Exit” International Front

The Florence Declaration:

The Creation of a “NATO-Exit” International Front

By Manlio Dinucci
Global Research, April 11, 2019

Url of this article:
https://www.globalresearch.ca/declaration-florence-international-front-nato-exit/5674125

The risk of a vast war which, with the use of nuclear weapons, could mean the end of Humanity, is real and growing, even though it is not noticed by the general public, which is maintained in the ignorance of this imminent danger.

A strong engagement to find a way out of the war system is of vital importance. This raises the question of the affiliation of Italy and other European countries with NATO.

NATO is not an Alliance. It is an organisation under the command of the Pentagon, and its objective is the military control of Western and Eastern Europe.

US bases in the member countries of NATO serve to occupy these countries, by maintaining a permanent military presence which enables Washington to influence and control their policies and prevent genuine democratic choices.

NATO is a war machine which works for the interests of the United States, with the complicity of the major European power groups, staining itself with crimes against humanity.

Manlio Dinucci from Italy

Michel Chossudovsky from Canada

The war of aggression waged by NATO in 1999 against Yugoslavia paved the way for the globalization of military interventions, with wars against Afghanistan, Libya, Syria and other countries, in complete violation of international law.

These wars are financed by the member countries, whose military budgets are increasing continually to the detriment of social expenditure, in order to support colossal military programmes like that of the US nuclear programme which costs 1,200 billion dollars.

In violation of the Non-Proliferation Treaty, the USA is deploying nuclear weapons in five non-nuclear NATO States, under the false pretext of the ”Russian menace”. By doing so, they are risking the security of Europe.

Zivadin Jovanovic from Serbia

To exit the war system which is causing more and more damage and exposing us to increasing dangers, we must leave NATO, affirming our rights as sovereign and neutral States.

In this way, it becomes possible to contribute to the dismantling of NATO and all other military alliances, to the reconfiguration of the structures of the whole European region, to the formation of a multipolar world where the aspirations of the People for liberty and social justice may be realised.

We propose the creation of a NATO EXIT International Frontin all NATO member countries , by building an organisational network at a basic level strong enough to support the very difficult struggle we must face in order to attain this objective, which is vital for our future.

“The Art of War”

From 1945 until today - 20 to 30 million people
killed by the USA

by Manlio Dinucci

It’s a fact, not an analysis, not even an opinion – the « free and open international order» promoted since 1945 by the United States has cost the lives of 20 to 30 million people throughout the world. No President, whoever he may be, has managed to slow the rhythm of this killing machine.

“NATO-Exit” International Front

Dear GHA members, friends,

We were happy to publish the ingenious and acutely needed “The Florence Declaration: The Creation of a “NATO-Exit” International Front" : https://peacefromharmony.org/?cat=en_c&key=876 to dismantle this aggressive murder machine, which, together with the USA leadership is responsible for the genocide from 20 to 30 million after the WW2 and put humanity on the brink of nuclear annihilation.

Please, support this Declaration and distribute it by all available means. This is necessary for the sake of the lives of our children and global peace from the harmony and non-violence of Gandhi, which are trampled upon by NATO violence under the command of the Pentagon during 70 years. We must put an end to NATO as a crime against humanity so that NATO “does not put an end to humanity” (John Kennedy, 55 years ago).
           Heartily,
Dr. Leo Semashko,

NATO-Exit”

Greens are political activists and can be found in every movement for economic, racial and environmental justice as well as peace. They do not organize as Greens but as people who are part of the popular movement. The article below about the week of protests against NATO highlights Greens who participated, often as organizers with other peace and justice activists. There were many more Greens at these events than are mentioned. I apologize to those who are omitted.

Last week was one of contrast over the issue of war and militarism as the North Atlantic Treaty Organization (NATO) came to Washington, DC. “No to NATO” protests began on March 30 and continued until the meeting of NATO foreign ministers on April 4. While people were opposing NATO’s aggressive militarism, the two Wall Street and war parties were giving the NATO General Secretary standing ovations.

Many Greens, working with other peace and anti-imperialist activists, helped to organize the week of actions and many other Greens participated. The Green Party showed itself to be the alternative to the two-winged War Party of the Democrats and Republicans, a party that stands for an end to militarism and imperialism.

The protests began on March 30, 2019, with a mass rally and march across the street from the White House in Lafayette Park. The event was organized by the United National Antiwar Coalition (UNAC) whose national co-coordinator is Joe Lombardo, a Green Party member from Albany, NY. Lombardo, an antiwar organizer since the Vietnam War era, immediately announced a response to NATO when their meeting was made public. Lombardo framed the protest as stopping wars abroad and at home emphasizing the wars at home when the April 4 date was chosen by NATO. It was important to highlight militarized police and police abuse in communities of color, especially on the anniversary the assassination of Rev. Dr. Martin Luther King, Jr. being killed by the government in 1968 and his important speech, Beyond Vietnam, which called for an end to war given one year before his murder.

No to NATO: Time to End Aggressive Militarism

Ajamu Baraka, the former Green Party vice presidential candidate who is the national organizer of Black Alliance for Peace (BAP), was also involved in organizing the week of events. BAP had a large presence at the events and on the evening of April 4 held a commemoration of BAPs founding two years ago. Baraka emphasized that the working class, black and white, should not be risking their lives to defend western capitalism. Baraka called for an end to US imperialism around the world with a special emphasis on Venezuela, which is now being threatened by the United States that is conducting an economic war against it.

The 2012 vice presidential nominee also participated in the events. Cheri Honkala (pictured in the featured image holding the banner) leads the Poor People’s Economic Human Rights Campaign (PPEHRC). She decried the mass spending on militarism when there are many unmet human needs including poverty, homelessness, and economic insecurity. At the NATO protests, PPEHRC announced the Poor People’s Army that will advocate for a shift in spending from weapons and war to housing, healthcare, ending poverty and free education from pre-K through college.

These views were consistent with those expressed by Howie Hawkins, who just announced an exploratory committee for the Green presidential nomination. He scheduled his announcement so he could be in Washington, DC to be part of the NATO protests. Hawkins joined in calling for the end of NATO and at least a 50% cut in federal spending on the military. At a rally at the Martin Luther King, Jr. Memorial, Hawkins called for an Economic Bill of Rights that would confront the triple evils identified by King — racism, militarism, and capitalism — in the context of an ecosocialist Green New Deal. Hawkins was the first person to run a campaign calling for a Green New Deal when he ran for governor of New York in 2010.

Pat Elder, a Green from Maryland who ran against Steny Hoyer in 2018 and a leader  with World Beyond War, helped to organize a Peace Festival on April 3 and the protests at the State Department and Martin Luther King, Jr. memorial on the 4th. Pat’s work with Civilian Exposure focuses on how the military poisons the environment. He described how NATO poisons the Earth by using chemicals at military bases that cause genetic mutations.

Also photographed Ariel Gold of CODE PINK.

Popular Resistance, which I co-direct with Margaret Flowers, MD, also helped to organize the week of events through the newly organized Peace Congress, which formed out of the successful campaign to stop the Trump military parade. The Peace Congress worked for unity around the NATO protests to ensure the multiple peace groups involved in the planning worked together to form a cohesive peace force against NATO.

Flowers, a 2016 Green Party US Senate candidate and co-chair of the Green Party of the United States, said, “We need a strong unified peace movement at this time of never-ending war and record-setting military budgets. The United States is a fading empire that continues to cause chaos and destruction around the world. It is time for the transformation of US foreign policy from war and domination to diplomacy and cooperation with other countries.”

Tom Violett and Diane Moxley, Greens from New Jersey along with independent Jan Weinberg were also at the week of actions. They are all members of the Peace Congress and are organizing a New Jersey Peace Congress meeting this June.

The Green Party has long been an anti-militarist party whose platform calls for peace and disarmament. This includes the abolishment of nuclear and chemical weapons, a no-first-strike policy and a major reduction in military spending as well as a prohibition on arms sales to foreign governments. Peace is one of the four pillars on which the Green Party is built.

Greens who were involved in organizing the ‘No To NATO’ protests are one example of many that demonstrate that Greens are leading organizers of political movements for economic, racial and environmental justice as well as peace. Greens who run for office bring those views into elections and impact the priorities of the nation. The Green Party strives to be the political party of the popular movement for transformational change.

A New Nuclear Arms Race: As NATO Marks 70th Anniversary,
Threat of Nuclear Confrontation Grows

Story April 08, 2019

Watch Full Show:

https://www.democracynow.org/shows/2019/4/8?autostart=true

Commemorations—as well as protests—were held last week to mark the 70th anniversary of the formation of NATO, the North Atlantic Treaty Organization. President Trump used the anniversary to push for NATO countries to increase military spending. During an Oval Office meeting with NATO Secretary General Jens Stoltenberg, Trump demanded Germany and other NATO countries increase their military spending from 2 to 4 percent of GDP. The push for more military spending could benefit U.S. weapons manufacturers including Boeing. This comes as Acting Pentagon Chief Patrick Shanahan is under investigation for improperly advocating on behalf of Boeing, where he worked for 30 years. We speak with Joe Cirincione, president of the global security foundation Ploughshares Fund.

AMY GOODMAN: We turn now to continue our look at the 70th anniversary of the founding of NATO, the North Atlantic Treaty Organization. The alliance was formed April 4th, 1949. Commemorations, as well as protests, were held last are to mark the anniversary. President Trump used the anniversary to push for NATO countries to increase military spending. During an Oval Office meeting Tuesday with NATO Secretary General Jens Stoltenberg, President Trump demanded Germany and other NATO countries increase their military spending from 2 to 4% of GDP.

PRESIDENT DONALD TRUMP: We have worked together on getting some of our allies to pay their fair share. It’s called burden sharing. And as you know, when I came, it wasn’t so good, and now it’s—they’re catching up. We have seven of the 28 countries are currently current, and the rest are trying to catch up, and they will catch up. And some of them have no problems, because they haven’t been paying and they’re very rich. But we’re looking at the 2% of GDP level. And at some point, I think it’s going to have to go higher than that. I think probably it should be higher.

AMY GOODMAN: The push for more military spending could benefit U.S. weapons manufacturers, including Boeing, Lockheed Martin and others. This comes as Acting Pentagon Chief Patrick Shanahan is under investigation for improperly advocating on behalf of Boeing, where he worked for more than 30 years.

For more on this, we continue our conversation with Joe Cirincione, who I spoke to on Friday, the president of Ploughshares Fund, a global security foundation, author of Nuclear Nightmares: Securing the World Before It Is Too Late and Bomb Scare: The History and Future of Nuclear Weapons. I began by asking him to respond to President Trump’s demands that NATO countries spend even more on military weapons rather than education and healthcare—what some might say are the true markers of national security in a country.

JOE CIRINCIONE: We’re cursed in this discussion by a very narrow definition of national security. We’ve all come to accept that national security equals military forces and weapons, when, in fact, as you point out, a national security is more often determined by the health and welfare of its citizenry, the system of justice, whether citizens feel that they’re engaged in the country and have a role in the governance of that country. And spending on military is just one small part of national security, but this has become the test of whether a country is carrying its fair burden. So, burden sharing with NATO countries has been an issue in this town for decades. Republicans and Democrats have both harped on it, because it’s kind of an easy way for them to show that they’re tough, that they’re strong.

But let’s put this in perspective. What are we talking about here? The world as a whole, every year, spends about $1.7 trillion on military weapons and forces. one-point-seven. The United States and our NATO allies account for $1 trillion of that. So more than half of all global spending is spent by the United States and our NATO allies. The NATO allies alone account for about $240 billion. That’s what they spend.  What are they spending it to guard against? Well, if you think that Russia is the main threat, Russia only spends about $66 billion every year on defense. In fact, its spending dropped by 20% between 2016 and 2017, the last year we have figures for. So, its spending is going down.

So why this demand for the NATO allies to spend more, when they’re beset with all kinds of problems that have nothing to do with military, all kinds of internal, economic, immigration problems, social justice problems, health and welfare problems? Why? Well, one, it’s simple. The 2% solution, it’s a simple mantra that is repeated. And, two, this directly benefits military contractors.

Who makes the money off of this? Well, most of the money that we spend in this country on defense, and that the Europeans spend, go to a relative handful of defense contractors: Boeing, Lockheed Martin, Northrop Grumman, Raytheon, etc. And they lobby incessantly for these kind of increases, in Washington, in NATO headquarters, in the capitals of Europe.

And now we have the absurd situation where a 31-year veteran of Boeing, a corporate executive, Patrick Shanahan, is the acting secretary of defense.I mean, this is such an obvious conflict of interest, you would think that people would say, “Well, no, you can’t do that.”
But, of course, this is Trump’s Washington, where oil industry executives are running the EPA, and pharmaceutical companies run the FDA, so it’s become accepted. But it’s not right. It’s not fair. And it distorts us.

And it’s dangerous. Just one last fact: If you take Trump at his word that he wants them to contribute 4%, well, that means you want Europe to double their defense spending, from about $230 billion to $460 billion. For what? To do what? What does this go towards? We’ve lost track of the real security needs we face, and we’ve become obsessed with spending more and more on military weapons that in fact have only a minor role to play in the national security of a country.

AMY GOODMAN: I want to go back to Jens Stoltenberg, the NATO secretary general. How unusual is it, Joe, that he addressed a joint session of Congress? Let’s play the clip of this moment.

SECRETARY GENERAL JENS STOLTENBERG: NATO allies must spend more on defense. This has been the clear message from President Trump. And this message is having a real impact. Of the years of reducing defense budgets, all allies have stopped the cuts, and all allies have increased their defense spending.

AMY GOODMAN: “All allies have increased their defense spending,” Jens Stoltenberg, after meeting with President Trump in the White House, boasting of Trump’s influence. I mean, think back, Joe Cirincione, to the beginning of the Trump term, when he was slamming NATO, and now claiming credit for them all pouring money into weapons purchases.

JOE CIRINCIONE: Yeah.

AMY GOODMAN: Has NATO caved to President Trump?

JOE CIRINCIONE: Well, they certainly have, I guess, caved rhetorically. The actual figures are not quite as rosy as the secretary general states. For example, Germany has slightly increased its defense spending, but it’s not going to come anywhere close to 2%. So it’s technically true, but it’s—what he’s basically doing is trying to come and repair the rift in the NATO alliance that President Trump has caused. This is not a European problem; this is an American problem. The president of the United States is causing this division, almost unprecedented in the 70 of NATO history.

So this is why he wanted to come. And it is—it’s very—I don’t think a secretary general has ever addressed a joint session of Congress. And he’s coming because the European allies are worried about the health of the alliance, not primarily because of defense spending, but because—about the attitudes and policies and temperament of the president of the United States. So he’s going directly to Congress to solidify these ties. And in the course of that, he’s trying to appease the president by saying, “Yes, Mr. President, your demand for increased spending is happening.” He’s stroking Trump, the way, unfortunately, our allies have come to believe they have to do in order to maintain good ties.

Was it successful? It was successful. But, unfortunately, I think, in so doing, he feeds into the military spending frenzy that has seized Congress. He got—when he made that statement, he got a standing ovation. Democrats and Republicans stood up and applauded more defense spending.

And this is what’s happening in this country. The president has submitted a budget for $750 billion for military spending—$750 billion—a big jump from the approximately $720 [billion] that we were spending last year. What do the Democrats do? They say, “Well, we’re not going to give you $750 [billion]. We offer $736 [billion].” That’s their plan, $736 [billion]. So, both Republicans and Democrats, unfortunately, are feeding into this frenzy to spend more and more on weapons, at the expense of domestic expenditures.

AMY GOODMAN: Joe, you’ve written several books, one of them Nuclear Nightmares: Securing the World Before It Is Too Late, and Bomb Scare: The History and Future of Nuclear Weapons. Do you think it’s too late? And what do you think needs to happen?

JOE CIRINCIONE: All the arrows are pointing in the wrong direction, so nuclear storm clouds are gathering. For example, John Bolton, the national security adviser, has been very successful in sabotaging talks with North Korea. The one benefit of the Trump presidency might be that he could negotiate a solid deal with Kim Jong-un. It now appears, according to reports this week, that at the Hanoi summit John Bolton sabotaged those talks by presenting a list of unacceptable demands, an all-or-nothing offer to the North Koreans that caused them to call off the talks.

He has killed the Intermediate Nuclear Forces Treaty. This is a Ronald Reagan treaty, that successfully pulled out and destroyed 3,000 nuclear weapons from Europe. You may have been covering this in the ’80s, Amy. When we were pouring nuclear weapons into Europe, massive demonstrations. The biggest rift in the NATO alliance until this point was that crisis. Ronald Reagan and Mikhail Gorbachev negotiated a treaty. Bolton never liked it. He killed it.

And why did he kill it? He used the excuse of a Russian violation, which I believe is real but the kind of thing that can be fixed within the treaty framework. And what—but why did they kill it? Because there are elements in the U.S. military and the defense industry that want to build new nuclear weapons that were prohibited by that treaty, to deploy against China and to put into Europe.

So, weeks after we announced we were withdrawing from the treaty, it was revealed that the Department of Defense is starting manufacturing, research and development and production of a new ground-launched cruise missile, a so-called GLCM. You may remember this phrase from the ’80s. It was GLCMs and Pershing IIs that we were pouring into Europe. And so, Secretary General Stoltenberg sought to assure the Congress that NATO would not accept a new intermediate nuclear forces nuclear weapon in Europe.

So Bolton is doing this a little cleverly. It’s like a Trojan horse. It’s going to be a conventionally armed ground-launched cruise missile, a conventionally armed GLCM, that will go into Europe, perhaps in the next couple of years. But, of course, you can easily swap out the conventional warhead for a nuclear warhead. So I think they’re planning to put these weapons in to avoid the kind of mass demonstrations, and later, possibly, equip them with nuclear weapons.

This is the kind of Cold War policy that we thought was behind us. We thought the arms race was over. It’s not over. We are in a new arms race. Every single nuclear-armed country is building new nuclear weapons and heading towards a confrontation point. You’ve got to be a real optimist to think that you can keep thousands of nuclear weapons in fallible human hands indefinitely and something terrible is not going to happen. I am very worried about the direction of the arms race, the direction of our policies.

Extensive War Crimes:
Break Away From NATO by Invoking Article 13 of the North Atlantic Treaty

By Mark Taliano

NATO and NATO member states, separately and together, destroy non-belligerent countries as policy. They destroy the rule of international law, they destroy socially uplifting economies, they destroy democratic political economies, they create millions of refugees, and their wars of aggression impose the death penalty on millions.

NATO committed these crimes against the former Yugoslavia, Afghanistan, Iraq, Libya, Syria, Ukraine, and beyond.

We in the West are responsible for this.  We are the brutal, globalizing dictators [1].

These imperial wars of aggression kill, brutalize, and diminish, men, women, and children. There is not anything humanitarian about NATO wars.  These wars have been, and are being, sold to gullible domestic populations by ubiquitous criminal war propaganda [2].

When Westerners enlist for the military, they are killing, and dying, and being crippled (mentally and physically), based upon war lies.

As NATO and its allies destroy sovereign states and their peoples, we are all diminished and impoverished. The political economies advanced by NATO are predatory and dictatorial. Prey countries become enslaved to imperial diktats. Increasingly, too, transnational agencies of imperialism – driven by publicly bailed-out monopoly “capitalism”, and failed neoliberal economic schemes [3]– impose “internal imperialism” on domestic populations. Countries such as Canada are losing their sovereignty and increasingly becoming “treatied substates” [4], subservient to failed, impoverishing, neoliberal economic ideologies and globalizing military alliances such as NATO.

Canada needs to break free from NATO’s impoverishing, imperial diktats.  We need a sovereign, independent foreign policy. It can be done, and it should be done. Article 13[5] of the NATO constitution provides us with the legal mechanism to do so.

See full text of North Atlantic Treaty here

All we need is the political will for peace, justice, and sovereignty to make it happen.

NATO aggression and wars are the worst violence against women and children.

Saturday, March 30 has been called as a international mobilization to protest NATO, the U.S. commanded military alliance, as it comes to Washington, DC to "celebrate" its 70th anniversary.

Because of the U.S. coup attempt and escalating war on Venezuela, the organizers also made this a focus of the March 30 No2NATO action.

-----------------------------------------------------------------------------------------------------------

We are now at a crucial historic period as the US tries for regime change in Venezuela and the North Atlantic Treaty Organization (NATO) chiefs come to DC.  Colombia has now become the first NATO partner in Latin America and the US is using its ally Colombia as a launching pad for its aggression against Venezuela.  The actions of the US in Venezuela are designed to cause hardship for the Venezuelan people in the hope that they will turn against their elected president, Nicolas Maduro.  Sanctions have ended Venezuelan trade with many countries, and the US and its allies have frozen hundreds of billions of dollars of Venezuela assets that are in foreign banks and countries.  Military aggression against Venezuela can inflame the entire region and bring the US and NATO allies into the fight against Venezuela.

The NATO leaders will also hold the meeting on April 4, which is the anniversary of the assassination of Rev. Martin Luther King, Jr and also the anniversary, one year prior to his death, of his famous antiwar speech at Riverside Church in New York.  The fact that NATO has chosen this day to come to the US to celebrate war and perhaps make plans to invade more countries like Venezuela is a racist insult to the memory of Rev. Martin Luther King, Jr. who fought for peace and justice all his life.

In the last month, there have been mobilizations against US aggression in the US and throughout the world.  Let’s keep the momentum going.  Today, a strong antiwar presence in the US is essential.

Join us on March 30 in Washington, DC

The web site for the action is: http://no2nato2019,org,org

The web site also contains a lot of other activity that is being planned during the period of March 30 - April 4 when NATO is in town.

These include a counter summit organized by the World Peace Council

A public meeting organized by the Black Alliance for Peace

A concert for Peace

A peace fair organized by the World Beyond War

An Alternative summit and more

Colombia, which borders Venezuela, has ominously become the first NATO partner in Latin America.  The U.S. and Colombia had planned an invasion of Venezuela in the guise of providing "humanitarian aid" to the people.  This was prevented by mass mobilizations within Venezuela and in some 153 other cities around the world.

As people come from around the country and from many other countries to protest NATO, we want to make it clear to the U.S. government that we will oppose any attempt at regime change in Venezuela from the U.S. and its NATO allies.

For more information and to endorse the March 30 mass demonstration, and week of resistance please go to http://no2nato2019.org/.

Start organizing now to get to DC on March 30.  We will be joined by people from many countries and more than ever they are depending on a strong US antiwar movement.

Hands off Venezuela! No Coup, No Sanctions, No War

Protest US aggression against Venezuela

All out on February 23 and March 30

The U.S. imperial colossus is poised once again to launch a regime change invasion and war on Venezuela.

The United National Antiwar Coalition (UNAC), in alliance with hundreds of antiwar and social justice organizations across the country, has set February 23 for nationally-coordinated antiwar protests in cities across the country.  Additionally, UNAC, and the National Steering Committee organized to build the March 30 Washington, D.C. mobilization to oppose NATO, voted unanimously to include in the March 30 action a key focus on U.S. Hands Off Venezuela!

The Trump administration and its top officials, from National Security Adviser John Bolton, Vice President Mike Pence to Secretary of State Michael Pompeo, invoking the heinous Monroe Doctrine of 1823, and backed to the hilt with bi-partisan congressional support, has proclaimed Venezuela to be in the U.S. imperial “backyard." Working people in the U.S. are faced once again with an open bi-partisan promoted imperialist war, with the Trump administration stating that its objective is to obliterate once and for all the sovereign governments of Venezuela, Cuba and Nicaragua, designated by President Trump as the “troika of tyranny.” [read more]

February 23, the 1 month anniversary of the U.S. - backed coup attempt in Venezuela - will be marked by internationally coordinated actions in solidarity with the people of Venezuela and against the U.S. Wall Street and Pentagon's drive to war.  Actions are being planned on and around that date in local areas throughout the U.S. and other countries.  Join an action in your area or plan an action.  Go to https://www.nowaronvenezuela.org/23feb/ for more information.

March 30 has been called as a international mobilization to protest NATO as it comes to Washington, DC to "celebrate" its 70th anniversary.  Because of the emergency situation and potential war on Venezuela, the organizers have decided to make Venezuela a focus of the March 30 action.  The country of Colombia, which borders Venezuela, has become the first NATO partner in Latin America and may soon be a full member of NATO.  The U.S. and Colombia have planned an invasion of Venezuela in the guise of providing "humanitarian aid" to the people.  As people come from around the country and from many other countries to protest NATO, we want to make it clear to the U.S. government that we will oppose any attempt at regime change from the U.S. and its NATO and other allies.  For more information and to endorse the March 30  demonstration, please go to http://no2nato2019.org/

Feb. 10, 2019

***

If I know anything, it is about people, such as you, I am a man of the people. I was born and raised in a poor neighborhood of Caracas. I forged myself in the heat of popular and union struggles in a Venezuela submerged in exclusion and inequality.

I am not a tycoon, I am a worker of reason and heart, today I have the great privilege of presiding over the new Venezuela, rooted in a model of inclusive development and social equality, which was forged by Commander Hugo Chávez since 1998 inspired by the Bolivarian legacy.

We live today a historical trance. There are days that will define the future of our countries between war and peace. Your national representatives of Wasinvade and intervene in Venezuela – they say, as they said then – in the name of democracy and freedom. But it’s not like that. The history of the usurpation of power in Venezuela is as false as the weapons of mass destruction in Iraq. It is a false case, but it can have dramatic consequences for our entire region.

Venezuela is a country that, by virtue of its 1999 Constitution, has broadly expanded the participatory and protagonist democracy of the people, and that is unprecedented today, as one of the countries with the largest number of electoral processes in its last 20 years. You might not like our ideology, or our appearance, but we exist and we are millions.

I address these words to the people of the United States hington want to bring to their borders the same hatred that they planted in Vietnam. They want to of America to warn of the gravity and danger that intend some sectors in the White House to invade Venethe support of CARICOM for a peaceful solution and dialogue in favour of Venezuela. We know that for the good of Venezuela we have to sit down and talk, because to refuse to dialogue is to choose strength as a way. Keep in mind the words of John F. Kennedy: “Let us never negotiate out of fear. But let us never fear to negotiate”.

Are those who do not want to dialogue afraid of the truth?

The political intolerance towards the Venezuelan Bolivarian model and the desires for our immense oil resources, minerals and other great riches, has prompted an international coalition headed by the US government to commit the serious insanity of militarily attacking Venezuela under the false excuse of a non-existent humanitarian crisis.

The people of Venezuela have suffered painfully social wounds caused by a criminal commercial and financial blockade, which has been aggravated by the dispossession and robbery of our financial resources and assets in countries aligned with this demented onslaught.

And yet, thanks to a new system of social protection, of direct attention to the most vulnerable sectors, we proudly continue to be a country with a high human development index and low inequality in the Americas.

The American people must know that this complex multiform aggression is carried out with total impunity and in clear violation of the Charter of the United Nations, which expressly outlaws the threat or use of force, among other principles and purposes for the sake of peace and the friendly relations between Nations.

We want to continue being business partners of the people of the United States, as we have been throughout our history. Their politicians in Washington, on the other hand, are willing to send their sons and daughters to die in an absurd war, instead of respecting the sacred right of the Venezuelan people to self-determination and safeguarding their sovereignty.

Like you, people of the United States, we Venezuelans are patriots. And we shall defend our homeland with all the pieces of our soul.

Today Venezuela is united in a single clamor: we demand the cessation of the aggression that seeks to suffocate our economy and socially suffocate our people, as well as the cessation of the serious and dangerous threats of military intervention against Venezuela.

We appeal to the good soul of American society, victim of its own leaders, to join our call for peace, let us be all one people against warmongering and war.

Long live the peoples of America!

Nicolás Maduro

World Federalist Movement--Institute for Global Policy

WFM-IGP Press Release

For Immediate Release

16 March 2019

Atrocious US International Criminal Court policy must be challenged

New York - States Parties to the Rome Statute of the International Criminal Court (ICC) must pressure the US government to stop impeding investigations by the ICC into war crimes committed in Afghanistan, said the World Federalist Movement – Institute for Global Policy (WFM-IGP).

US Secretary of State Mike Pompeo announced on March 15 that the US will revoke or deny visas to ICC personnel investigating allegations of torture and other war crimes committed in the conflict in Afghanistan.

Pompeo also announced that the US will consider imposing financial sanctions and restrictions on “persons who take or have taken action to request or further such [ICC] investigations.”

“The US government’s policy undermines the rule of law in multilateral relations and sends the signal that might is right,” said Dr Tawanda Hondora, Executive Director of WFM-IGP.

“This policy gives cover and effective immunity to US nationals and allies for acts of torture, murder, rape and other war crimes in Afghanistan,” said Hondora.

“It also sends a clear message that Afghani victims of some of the worst atrocities known to humanity are not deserving of justice,” said Hondora.

Members States of the United Nations, the US included, should investigate and prosecute or extradite individuals suspected of committing serious crimes under international law. This is the only way to prevent the recurrence of the horrors of WWII and mass atrocities witnessed in Syria, Yemen, Sudan, DRC, the former Yugoslavia and Rwanda.

“The US’s abuse of its military and economic power to implement a policy that fuels impunity is deeply regrettable,” said Hondora.

Pompeo’s shocking announcement also threatens the integrity and effectiveness of many of the world’s multilateral bodies, many of which have headquarters or operations in the US. Consequently, States should take concrete measures to protect the integrity and effectiveness of the international legal system and framework by pressuring the US government to reverse its outrageous and self-serving ICC policy.

“Today, it’s the ICC, and tomorrow it will be employees of other important global institutions such as the United Nations, the World Bank and International Monetary Fund,” said Hondora.

In view of the US government’s ICC policy, Members States must also initiate a debate in the United Nations General Assembly regarding international agencies’ ability to effectively discharge their responsibilities and to ensure the safety and well-being of their staff.

The ICC is an important international criminal justice organ, which deserves the support of every member of the United Nations, not least of the Permanent Members of the Security Council.

The employees have sent an open letter to both the CEO and the president/chief legal officer of Microsoft. Here are some highlights:

■ "We are alarmed that Microsoft is working to provide weapons technology to the U.S. Military, helping one country's government 'increase lethality' using tools we built. We did not sign up to develop weapons, and we demand a say in how our work is used."

■ "In November, Microsoft was awarded the $479 million Integrated Visual Augmentation System (IVAS) contract with the United States Department of the Army. The contract's stated objective is to 'rapidly develop, test, and manufacture a single platform that Soldiers can use to Fight, Rehearse, and Train that provides increased lethality, mobility, and situational awareness necessary to achieve overmatch against our current and future adversaries.'"

■ "While the company has previously licensed tech to the U.S. Military, it has never crossed the line into weapons development. With this contract, it does. The application of HoloLens within the IVAS system is designed to help people kill. It will be deployed on the battlefield, and works by turning warfare into a simulated 'video game,' further distancing soldiers from the grim stakes of war and the reality of bloodshed."

■ "Intent to harm is not an acceptable use of our technology. We demand that Microsoft:

1) Cancel the IVAS contract;

2) Cease developing any and all weapons technologies, and draft a public-facing acceptable use policy clarifying this commitment;

3) Appoint an independent, external ethics review board with the power to enforce and publicly validate compliance with its acceptable use policy."

■ ". . . As employees and shareholders we do not want to become war profiteers. To that end, we believe that Microsoft must stop in its activities to empower the U.S. Army's ability to cause harm and violence."

Why Canada Should Withdraw from NATO

Science for Peace 12 February 2019

Region: Canada

Hon. Lloyd Longfield MP

February 20, 2019

Dear Lloyd,

I am a longstanding member of Science for Peace, Canada’s most renowned scientific community for peace research and advocacy over more than 30 years centered in the Department of Physics of the University of Toronto.  Its co-founding president was George Ignatieff whose son later led the Liberal party of Canada.  So the positions Science for Peace adopts are not marginal and very seriously thought through.

The attached brief position paper advocating withdrawal from NATO is the result of years of research, debate and vigorous membership discussion which represents the overwhelmingly supported position of Science for Peace.  It rightly advises that Canada in NATO is now in repeated violation of United Nations Treaty and Declaration in military aggressions under international law, and  the President’s covering letter emphasizes the need “to oppose global trends towards militarizing the many urgent and devastating humanitarian situations”. I urge you to communicate these issues to your constituency and colleagues in the knowledge that the position paper and letter have also been sent to the Prime Minister and the Foreign Minister.

NATO’s increasingly warlike policies far beyond the North Atlantic regional alliance it was founded on, coupled with US-led demands for ever more needed public money to finance its non-defensive policies of nuclear and military domination across continents, are directly opposed to Canada’s common life and public interest, especially with Canada and the world’s environmental defence so threatened and underfunded at the same time.

This is a repressed turning-point issue of our age which the responsible federal government must come to grips with for its integrity as well as for Canada and humanity’s future.

faithfully yours,

John McMurtry, Ph.D (University College London),

Fellow of the Royal Society of Canada, Professor of Philosophy,

University Professor Emeritus, University of Guelph ontario, Canada

The Right Honourable Justin Trudeau

Prime Minister

House of Commons

Ottawa

Dear Prime Minister:

Re: Canada’s Withdrawal from NATO

Science for Peace calls on the Government of Canada to withdraw from NATO and to cease from colluding with NATO’s pretence of pursuing defensive goals. In addition, we urge the government to join in condemning NATO’s violations of international peace and security.

Finally, we call on the Canadian government to sign the United Nations’ treaty to ban nuclear weapons and to work towards dismantling NATO altogether.  Canada can, and should, do more to oppose global trends towards militarizing the many urgent and devastating humanitarian situations.

NATO’s Secret Transatlantic Bond: Nuclear Weapons In Europe

I attach a brief position paper, prepared by Science for Peace, which explains the reasoning behind our proposals for a major foreign-policy shift by your government.

Yours sincerely,

Richard Sandbrook DPhil, FRSC

Acting President

c.c. The Hon. Chrystia Freeland, Minister of Foreign Affairs; The Hon. Andrew Scheer, Leader of the Opposition

Why Canada Should Withdraw from NATO

The North Atlantic Treaty Organization was formed (1949) under a Treaty renouncing “the threat or use of force in any manner inconsistent with the purposes of the United Nations.” The Treaty calls for military action only in response to an attack upon a member. By reserving the liberty of deciding when military action is required, it usurps the authority the UN Charter supposedly confers on the Security Council to make such decisions. But NATO’s assault on world peace goes much farther. Plainly, its many military initiatives (as in former Yugoslavia in 1992 and 1999, and in Libya in 2011) and its military “exercises” threatening Russia on its very borders (up to the present) have violated NATO’s self-declared limitations. one might regard this as sufficient reason for a peace-seeking member nation to withdraw.

Almost from its beginning, NATO has committed a still more serious breach of the spirit and letter of international agreements: it systematically strives to impose its will by the threat of nuclear war. on the one hand, Science for Peace can not condone Canada’s adherence to an alliance which insists on its readiness to be the first to resort to nuclear arms (discussed, e.g., by the Arms Control Association); but on the other hand, even were NATO abruptly to accept the principle of No First Use, the use or threat of nuclear war even in retaliation incurs absolutely unacceptable danger to the survival of humanity and must be repudiated. The rationale of nuclear deterrence, far from shielding Canada or anyone under a “nuclear umbrella”, acts to multiply the ways a nuclear war may be triggered, and magnifies the destruction it threatens1.

Despite the increasingly potent threats to human survival through nuclear war and climate change, the public is largely uninformed by media, the government, and to a great extent within academia. Knowing the historical context is essential. With regard to laws and implementation of regulations that need to truthfully provide human security:

“The malleable, indeterminate, and oft-ignored ‘rules’ of the [U.N.] Charter concerning use of force can plausibly be marshaled to support virtually any U.S. military action deemed in the national interest. Limited or ambiguous U.N. Security Council approval, where available, is easily stretched.”2

In 1996 the International Court of Justice declared that “the threat or use of nuclear weapons would generally be contrary to the rules of international law applicable in armed conflict, and in particular the principles of humanitarian law”and yet there is silence about these threats coming from President Trump or implicitly from NATO’s first-use policy.

Similarly indeterminate and lacking in meaningful constraints have been the agreements around nuclear weapons. The U.N. Non-Proliferation Treaty has not resulted in sanctions or limit-setting in any of the states already possessing nuclear weapons and has not addressed former president Obama’s $1.1 trillion allocation for nuclear weapons proliferation. The public is uninformed about the significant escalation of danger since 1991: George W. Bush’s withdrawal from the Anti Ballistic Defense Treaty with the consequent development of a missile defense system that effectually increases NATO’s belief that after a first strike a missile defense system could stop a nuclear counter-attack and that a nuclear war is winnable.

Challenging the ambiguity and compromises of the U.N. Security Council in order to address the mounting threats of human extinction, non-NATO nations and civil society members joined together to implement a nuclear ban treaty. Canada, bowing to NATO pressure, did not even participate in the meetings leading up to the treaty. Canada is also bowing to NATO pressure to increase military spending.

Science for Peace calls on the Government of Canada not only to withdraw from NATO and to cease from colluding with NATO’s pretence of pursuing defensive goals, but to join in condemning its violations of international peace and security. We call on the Canadian government to also sign the treaty to ban nuclear weapons and to work towards dismantling NATO altogether and to oppose the global trends towards militarizing the many urgent and devastating humanitarian situations.

Lastly, it is the responsibility of an informed public to engage politically and demand the deep changes required for human survival.
